MINUTES
ARCHITECTURAL REVIEW COMMITTEE

MEMBERS PRESENT: Mark Pirrie (Chair), Shawn Pauly, Sarah Turner (Zoom), and Lincoln
Murphy (Zoom).
OTHERS PRESENT: City Staff –Kari Barnhart, Donnie McBath

Hear the Public: None
Approval of Minutes: Shawn moved to approve the January 13, 2026 minutes; Mark 2 nd; approved
(4-0).
New Business:
Signs: Mountain Prime Steakhouse – 214 Main St – new sign – Daniel Thierren
from Western Neon presented renderings. Shawn moved to approve as
presented with the condition that the burgundy paint to be selected from the
era-based paints in the Downtown Standard and submitted to the committee
for approval; Lincoln seconded (approved 4-0).
Buildings:
Aesthetica Med Spa – 685 cascade Loop – new med spa building –
Architect Mark Johnson presented renderings and material samples. The
committee would like to see more landscaping such as tall grasses, shrubs,
evergreens, and junipers on site and the wood soffit by the lighted interior
face brought all the way down. Kari advised Mark that mineral mulch is not
allowed on commercial sites. Shawn and Lincoln are concerned that the
completed building will not represent the renderings due to material seams.

Other Discussion: Kari advised that the Committee may revert back to voting on projects outside of the
Downtown area in May due to current lawsuits.
