Driveway comparable Public Comment from Andy EstepI'm here tonight to ask for some code clarification and assistance in navigating the process to meet my need for some off street parking at my house. live on the east side in a 1940s home, I'm doing my best to embrace and maintain some of the original era design ques. As I was researching this and going thru the informal information gathering and discussion process with PW, I had to delve into the code. Portions like... But was discouraged when I got an answer back that Zoning would not approve my preferred proposal, which I had designed with many of these objectives in mind. The applicable portion of code reads: "All off street parking lots and associated areas shall be improved with asphalt or concrete or a comparable permanent hard surface" How many options do you infer from that portion of code, Asphalt, concrete and something comparable. WRONG, according to zoning that last option doesn't exist. In fact I got an email back saying... That blew my mind, code says there are 2 plus the third comparable options. But zonings interpretation is 2 in spite of the language of the code. I don't think that's how that works, or should work. If you were to wonder why there are only 2 types of monotonous, drab, unsightly, dreary and inharmonious parking surfaces in the city, now you know why ... because that is all that zoning would consider approving. It seems Antithetical to have 2 plus other options in the code, but in reality that other option doesn't exist. Either the code was adopted to mean something about other appropriate options, or it should be changed to reflect current intent. You may not be seeing creative alternative proposals because zoning or whoever gate keeps submissions denies the existence of an alternative, even though there are plenty of reasonable comparable alternatives for harmonious development. Overall, I just wanted to make you aware of the inconsistency of my experience to date, and ask if the councils intent is in fact to require that residential parking can only be paved. And I would appreciate an explanation and continued dialogue as to why I cant reasonably explore and permit the alternative options for my code compliant project.
