A RESOLUTION OF INTENT TO ADOPT, ADOPT WITH REVISIONS, OR REJECT THE
PROPOSED "KALISPELL LAND USE PLAN — PLAN -IT 2045", CALLING FOR A
PUBLIC HEARING, AND DIRECTING THE CITY CLERK TO PROVIDE NOTICE
THEREOF.
WHEREAS, during the 2023 legislative session, the Montana Legislature passed Senate Bill 382,
creating the Montana Land Use Planning Act, which replaces the current growth
policy, subdivision regulations, and zoning regulations with a new land use planning
paradigm; and
WHEREAS, the land use plan identifies issues, goals, policies, and recommendations relating to a
broad range of land use issues, such as housing, local services and facilities,
economic development, natural resources, and the environment; and
WHEREAS, in conjunction with extensive community outreach, the Planning Commission held
sixteen (16) work sessions starting in the fall of 2024 on the land use plan; and
WHEREAS, the Planning Commission held a duly noticed public hearing on January 13, 2026 to
consider the plan and concluded that the proposed plan was appropriate; and
WHEREAS, at the conclusion of said public hearing and after consideration of the proposed plan,
the Planning Commission adopted report #KGPA-26-01 as the findings of fact and
recommended adoption of the proposed Kalispell Land Use Plan — PLAN -IT 2045;
and
WHEREAS, the Kalispell City Council considers it advisable that they consider the proposed
Land Use Plan and the recommendations of the Planning Commission, and adopt a
Resolution of Intention to Adopt, Adopt with Revisions, or Reject the proposed
Kalispell Land Use Plan — PLAN -IT 2045.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
KALISPELL, AS FOLLOWS:
SECTION 1. That there is hereby set a Public Hearing on the 16th day of March, 2026, at
7:00 o'clock p.m. in the Council Chambers, City Hall, Kalispell, Montana, to
solicit public comment on the proposed Kalispell Land Use Plan.
SECTION 2. The City Clerk is hereby authorized and directed to make, publish and
distribute the notice of said Public Hearing in conformity with State law. The
City Clerk shall further make the proposed draft document, attached hereto,
available to the public upon the Kalispell City Website and in paper format
upon request.

THE CITY OF KALISPELL, THIS 2ND DAY OF MARCH, 2026.

NOTICE OF PUBLIC HEARING
Notice is hereby given that the Kalispell City Council is considering Adoption, Adoption
with Revisions, or Rejection of a proposed Kalispell Land Use Plan — PLAN -IT 2045.
The Kalispell Planning Commission has considered the plan, held a public hearing on
January 13, 2026, and presented Resolution KGPA-26-01 to the Kalispell City Council
recommending adoption of the plan. The Kalispell City Council, on March 2, 2026, passed a
Resolution of Intention to Adopt, Revise, or Reject the proposed Land Use Plan.
On March 16, 2026, at 7:00 pm in the City Hall Council Chambers, 201 First Avenue East,
Kalispell, the Kalispell City Council will hold a public hearing regarding the proposed plan, which
can be viewed on the city's website at w,,ziv.kalispell.com%CouncilHearings or in the office of the
City Clerk at 201 First Avenue East, Kalispell.
Any person wishing to address the proposed plan may appear at this hearing and make oral
statements or present same in writing. Written comments may also be submitted for council
consideration by delivering the same to the City Clerk at 201 First Avenue East, Kalispell, MT
59901, or by email to publiccommentgkalispell.com prior to the hearing.
