BACKGROUND: The Kalispell Stormwater Decant/Sweeping Material Facility Project will
construct a dedicated facility to receive, decant, treat, and store materials generated from routine
stormwater system cleaning and street sweeping operations.
The project was bid using a base bid with four additive alternatives, allowing flexibility to award
the work as a whole or in part depending on available construction funding. Key components
include:
• Construction of a four -bay cast -in -place concrete decant structure.
• Site grading and development of a stormwater retention pond.
• Installation of 12-inch storm piping and manholes.
• Installation of stormwater treatment equipment.
• Installation of a water main to service the facility.
• Construction of a partially enclosed pre-engineered metal building.
• A designated street sweeping material storage area for mixing and management.
• Installation of an electrical service to support facility operations.
The facility will improve operational efficiency by providing a dedicated location for managing
these materials as part of the City's ongoing maintenance program.
BIDDING RESULTS: Bids were opened on February 19, 2026, at 2:00 PM. Seven responsive
bids were received:

Jackson Contractor's Group was the low bidder and met all minimum requirements. Reference
checks confirmed their experience with projects of similar scale and complexity. Based on the
bid review, Public Works recommends awarding the project to Jackson Contractor Group.
ACTION REQUESTED: Motion to award the Base Bid and Additive Alternates No. 1, No. 2,
and No. 3 for the Stormwater Decant/Sweeping Facility Project to Jackson Contractor Group in
the amount of $1,522,550.00. Additive Alternate No. 4 is not recommended for award in order to
maintain sufficient contingency within the project budget.
FISCAL EFFECTS: Expenditures for the Stormwater Decant/Sweeping Material Facility are
budgeted for FY26. This project will be funded through the Stormwater Fund 9's 5349-453-
430246-958, 430247-958 & 952 and Street Fund 92500-421- 430244-354.
ALTERNATIVES: As suggested and approved by the City Council.

Bid Recommendation
Project Overview
The Kalispell Stormwater Decant Facility project includes construction of a new facility to receive and
treat stormwater products generated during routine maintenance activities, such as cleaning
stormwater infrastructure and street sweeping. The facility will improve operational efficiency by
providing a dedicated location for managing these materials as part of the City's ongoing maintenance
program. This project includes the following items:
• Construction of a four bay, cast in place concrete stormwater decant facility.
• Earthwork, site grading, foundation preparation, and grading of a stormwater retention pond.
• Installation of 6 inch water main and flushing hydrants.
• Installation of 12 inch storm piping and new stormwater manholes.
• Installation of stormwater treatment equipment consisting of a coalescing filter and stormwater
filter.
• Construction of a partially enclosed, pre engineered metal building.
• A new 100 amp electrical service to supply power and lighting to the facility.
The project was bid using a base bid plus four additive alternates, allowing the City to award the project
in whole or in part if total bid costs exceeded available construction funding.
Pre -Bid Meeting
A pre -bid meeting was held on February 11, 2026, at 11:00 AM in the Council Chambers at Kalispell
City Hall. The meeting covered project requirements and the electronic bidding process via QuestCDN.
After the meeting at city hall, a tour of the site was conducted with interested bidders.
Bid Opening
Bids were received on February 19, 2026 and opened through QuestCDN (#10028827) at 1:00 PM,
local time, in First Floor Conference Room at City Hall in Kalispell, MT. A total of seven (7) bidders
submitted bids for the project and all required bid conditions were submitted with each bid.

Summary of Bids
Summary of Bids Received
A certified bid tabulation summarizing the bids received is attached to this memorandum.
Seven (7) bids were received for the project. Bid prices ranged from 58 percent below the Engineer's
Estimate to 21 percent above the Engineer's Estimate of $2,504,700 for the total project, including
additive alternates. The apparent low bidder was Jackson Contractor's Group, with a total bid of
$1,580,780 for the base bid plus all additive alternates.
Overall, Jackson Contractor's Group submitted the lowest bid for the base bid and for all possible
combinations of additive alternates. As a result, Jackson Contractor's Group will remain the lowest
bidder regardless of which additive alternates are awarded.
The most significant variance in unit prices occurred in the cast -in -place concrete bid items (Items
1.05 and 2.02), where Jackson's prices were more than 50 percent below the average of the other
bids received. Cast -in -place concrete represents one of the highest -value components of the project.
While Jackson's pricing for these items is notably lower than the average, it remains within a
reasonable range of the bids submitted and is considered acceptable. The pricing appears to reflect a
competitive bid strategy and the contractor's interest in performing work in Kalispell, while still
providing good overall value for the project.
Recommendation of Award
RPA has confirmed with the apparent low bidder, Jackson Contractor Group (Brian Beck), that they
are comfortable with their bid and prepared to proceed with the project if awarded.
Jackson Contractor Group was established in 2000 and is headquartered in Missoula, Montana. The
firm has experience on both municipal and commercial projects involving cast -in -place concrete,
underground utilities, and building construction similar in scope and complexity to the Kalispell
Stormwater Decant Facility project.
Based on the review of the bid results and evaluation of the project budget in coordination with Public
Works staff, RPA recommends awarding the Base Bid plus Additive Alternates No. 1, 2, and 3. Additive
Alternate No. 4 is not recommended for award in order to maintain additional contingency within the
project budget.
