BACKGROUND: This project is the Public Water Supply Well component of a larger initiative
to secure alternative, PFAS-free water sources for the city. The scope includes the construction
of six new public supply wells at the following locations:
Noffsinger Well Site
• Installation of four 12-inch diameter, 1,000 gpm wells adjacent to the existing Noffsinger
Wellhouse, each drilled to a depth of approximately 435 feet.
Dr_y Bridge Well Site
• Installation of two 12-inch diameter, 1,000 gpm wells along the western edge of Dry Bridge
Park, each drilled to a depth of approximately 420 feet.
BIDDING RESULTS: Bids were opened on February 19, 2026, at 2:00 PM. Two responsive
bids were received:

Coldwater Drilling & Pump was the low bidder and met all minimum requirements. Reference
checks confirmed their experience with projects of similar scale and complexity. Based on the
bid review, Public Works recommends awarding the project to Coldwater Drilling & Pump.

ACTION REQUESTED: Motion to award the Emerging Contaminant PFAS Public Water
Supply Wells 2026 project to Coldwater Drilling & Pump in the amount of $1,704,360.00,
contingent on DEQ and funding agency approval.
FISCAL EFFECTS: Expenditures for the Public Water Supply Wells are budgeted for FY26.
This project will be funded through the Emerging Contaminant Response Grant and Forgiveness
Bond in Water Fund 95210-447-430551-939.
ALTERNATIVES: As suggested and approved by the City Council.

Bid Recommendation
Project Overview
The Emerging Contaminant PFAS Public Water Supply Wells project includes construction of six new
public supply wells at two locations in the City of Kalispell.
• Noffsinger Well Site — Install Four (4) 12-inch diameter, 1,000 gpm wells located adjacent to
the existing Noffsinger Wellhouse and drilled to a depth of approximately 435-feet. The
Noffsinger Well Site is located north of Lawrence Park.
Dry Bridge Well Site — Install Two (2) 12-inch diameter, 1,000 gpm wells located along the
west edge of Dry Bridge Park to a depth of approximately 420-feet. Dry Bridge Park is located
south of the intersection between Park Place and Woodland Avenue.
Pre -Bid Meeting
A pre -bid meeting was held on February 11, 2026, at 1:00 PM in the First Floor Conference Room at
Kalispell City Hall. The meeting covered project requirements and the electronic bidding process via
QuestCDN. After the meeting at city hall, a tour of the site was conducted with interested bidders.
Bid Opening
Bids were received on February 19, 2026 and opened through QuestCDN (#10028797) at 2:00 PM,
local time, in First Floor Conference Room at City Hall in Kalispell, MT. A total of two (2) bidders
submitted bids for the project and all required bid conditions were submitted with each bid.
Summary of Bids Received
A certified bid tabulation summarizing the bids received is attached to this memorandum.
Two (2) bids were received for the project. Bid prices ranged from 23 to 30 percent below the
Engineer's Estimate of $2,222,100 for the project. The apparent low bidder was Coldwater Drilling &
Pumps, with a total bid of $1,704,360. This bid was only approximately 5 percent below the second
bid received from O'Keefe Drilling, indicating that the bids received were competitive.

Summary of Bids
February 23, 2026
Recommendation of Award
RPA has confirmed with the apparent low bidder, Coldwater Drilling & Pump (Marty Wilson), that they
are comfortable with their bid and prepared to proceed with the project if awarded.
Coldwater Drilling & Pumps has experience with projects of similar size and complexity to the proposed
wells and has previously completed two test wells for the City of Kalispell. The test wells are currently
being incorporated into the project and will be drilled to accommodate the larger public water supply
wells included on this project. This prior experience and familiarity with the City of Kalispell, the project
site, and the existing test wells provides confidence in Coldwater's ability to successfully complete the
project.
The project was submitted to the Montana Department of Environmental Quality (MDEQ) for review in
January of 2026. Review comments were received on February 20, 2026, and are currently being
evaluated, with responses in preparation. MDEQ approval will be required prior to issuing the Notice
of Award to the Contractor.
Based on the review of the bid results and evaluation of the apparent low bidder, RPA recommends
that the City of Kalispell award the project to Coldwater Drilling & Pumps for a total contract amount
of $1,704,360, contingent upon receipt of MDEQ approval.
