Res. 6214, Montana Resiliency Fund GrantKALISPELL Report To: Jarod Nygren, City Manager Development Services 201 1st Avenue East Kalispell, Montana 59901 Phone (406) 758-7940 From: Nelson Loring, Community Development Manager Subject: Resolution of Support for the City submission of the Montana Resiliency Fund grant application for the Public Safety Building Backup Generator Meeting Date: March 2, 2026 BACKGROUND: Montana Disaster & Emergency Services has published a Notice of Funding Opportunity for $3.8 million in grant funding through the State Resiliency Fund grant program for 2026. The City of Kalispell is considering the submittal to the Montana DES Resiliency Fund grant program for the installation of a backup generator at the Public Safety Building. This facility houses both the Kalispell Police Department and Kalispell Fire Department and functions as a critical operations center for emergency response, incident command, communications, and continuity of essential public safety services during disasters and emergencies. The project consists of the purchase and installation of a permanent backup generator for the building. The proposed project would mitigate the impact of power outages and is necessary for full police and fire capacity during emergencies. The Montana Resiliency Fund grant application is due March 6th. If awarded, the grant would be administered by the Community Development department. FISCAL IMPACTS: The grant application is for $300,000 dollars. The cost to the City of Kalispell would be the required 25% cost share and the remaining additional funds required to complete the project. The total budget is still being finalized but is estimated to be $380,000. RECOMMENDATION: It is recommended that Council adopt Resolution 6314, a Resolution recommending the City of Kalispell submit the City of Kalispell Public Safety Building Backup Generator Hazard Mitigation Project for grant funding to the Montana Department of Disaster & Emergency Services Resiliency Fund grant program. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF KALISPELL AS FOLLOWS: SECTION 1. The Kalispell City Council approves and fully supports the application of the City of Kalispell for a Montana DES Resiliency Fund grant program for the purchase and installation of a backup generator at the Public Safety Building.
