CATEGORICAL EXCLUSION,
CITY OF KALISPELL,
MONTANA
LEAD SERVICE LINE RE-
PLACEMENT PROJECT —
PHASE 2
January 14, 2026, The Montana
Department of Environmen-
tal Quality has reviewed the
above -named project. The lead
service line replacement project
will replace about 22 galvanized
steel service lines that had the
potential to be impacted by
lead. The work will occur within
a 1-mile radius of downtown
Kalispell, on either side of South
Main Street (Highway 93). The
work will occur in two schedules,
in the following areas:
- Schedule 1: West of Main St/
Hwy 93 between 2nd St W and
9th St W and between 7th Ave
W and 1st Ave W
- Schedule 2: East of Main St/
Hwy 93 mostly between E
Center St and 14th St E and be-
tween 1 st Ave E and 8th Ave E.
A few services will be replaced
north of E Idaho St/Hwy 2 from
Wyoming St to E Idaho St and
between N Main St and 6th Ave
East N
Pursuant to ARM 17.40.318, the
Department has concluded that
the proposed project meets the
Categorical Exclusion criteria
of the National Environmen-
tal Policy Act (NEPA) and the
Montana Environmental Policy
Act (MEPA). The Categorical
Exclusion may be revoked if
the project is not initiated within
the time period specified in the
planning documents, a new or
modified application is submit-
ted, new evidence demonstrates
serious local or environmental is-
sues exist, or state, local, tribal,
or federal laws are violated.
