Res. 6309 BUILD Grant Application SupportKALISPELL Report To: Jarod Nygren, City Manager Development Services 201 1st Avenue East Kalispell, Montana 59901 Phone (406) 758-7940 From: Nelson Loring, Community Development Manager Subject: Resolution of Support for the City submission of the BUILD grant application for Kalispell Bypass U.S. 93 to Airport Road Improvements Meeting Date: February 17, 2026 BACKGROUND: The U.S. Department of Transportation has published a Notice of Funding Opportunity for 1.5 billion in grant funding through the Better Utilizing Investments to Leverage Development (BUILD) discretionary grant program for 2026. The City of Kalispell, in cooperation with the Montana Department of Transportation (MDT), is considering the submittal to the U.S. Department of Transportation BUILD grant program for upgrades to the Kalispell Bypass from U.S. 93 to Airport Road. The Kalispell Bypass is a rural state highway, decades in the making, that provides a quicker, safer interconnected route around and within the Kalispell community. The project contains the southernmost two miles of the bypass, including a network of pedestrian facilities and critical access junction with U.S. 93. The proposed project would complete the bypass and is necessary for the overall Kalispell transportation system. The BUILD grant application is due February 24th. If awarded, the grant would be administered/constructed similarly to the Foys Lake BUILD grant received in 2018 and MPDG grants received by the City in 2022. FISCAL IMPACTS: The grant application will be for $25 million dollars. The cost to the City of Kalispell would be in the administrative or in -kind assistance in preparation/administration of the grant, where needed. Additional cash needed to fund full project will be provided by MDT. RECOMMENDATION: It is recommended that Council adopt Resolution 6309, a Resolution of approval for the submission of an application to the United States Department of Transportation for a "Better Utilizing Investments to Leverage Development" (BUILD) Grant to fund upgrades to the Kalispell Bypass from U.S. 93 to Airport Road. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF KALISPELL AS FOLLOWS: SECTION 1. The Kalispell City Council approves and fully supports the application of the City of Kalispell for a BUILD funding grant for upgrades to the Kalispell Bypass from U.S. 93 to Airport Road.
