MEMORANDUM

First Reading - Ordinance 1949 Amending Municipal Code Chapter
17 Motor Vehicles and Traffic
BACKGROUND: The City of Kalispell Parking Advisory Board is requesting removal
of the existing 30-minute parking restriction on the first parking stall adjacent to the north
curb line of Fourth Street East, located just west of the First Avenue East intersection.
The restriction is no longer necessary and removing the time limit will improve parking
efficiency and better align parking management with current downtown usage patterns
and demand. The change is also supported by the Kalispell Police Department staff as a
means to provide more flexible parking options in this location without negatively
impacting traffic or public safety.
To incorporate this request, City Council action is required to amend the Kalispell City
Code as follows:
• Section § 17-54, Restricted or Prohibited Parking in Certain Areas
Remove subsection: U.l.c. North curbline of Fourth Street East
ACTION REQUESTED: Motion and vote to approve the first reading of Ordinance
1949, and ordinance amending Municipal Code Chapter 17, Motor Vehicles and Traffic,
Article 4, Stopping, Standing, and Parking Generally, of the Kalispell Municipal Code,
declaring an effective date and authorizing the City Attorney to codify the same.
ALTERNATIVE: As suggested by City Council.
ATTACHMENTS: Ordinance 1949 - Amending Municipal Code Chapter 17, Motor
Vehicles and Traffic.
