A RESOLUTION OF APPROVAL FOR THE SUBMISSION OF AN APPLICATION TO
THE UNITED STATES DEPARTMENT OF TRANSPORTATION FOR A "BETTER
UTILIZING INVESTMENTS TO LEVERAGE DEVELOPMENT" (BUILD) GRANT TO
FUND UPGRADES TO THE KALISPELL BYPASS FROM U.S. 93 TO AIRPORT ROAD.
WHEREAS, the City of Kalispell bypass is a rural state highway that provides a quicker, safer
interconnected route around and within the Kalispell community; and
WHEREAS, the U.S. Department of Transportation has published a Notice of Funding
Opportunity for $1.5 billion in grant funding through the Better Utilizing
Investments
2026; and
to Leverage Development (BUILD) discretionary grant program for
WHEREAS, the City of Kalispell, in cooperation with the Montana Department of
Transportation (MDT), is considering the submittal to the U.S. Department of
Transportation BUILD grant program for upgrades to the Kalispell Bypass from
U.S. 93 to Airport Road; and
WHEREAS, the proposed project contains the southernmost two miles of the bypass, including
a network of pedestrian facilities and critical access junction with U.S. 93, and will
complete the bypass, which is necessary for the overall Kalispell transportation
system; and
WHEREAS, as the project meets all criteria of the BUILD grant program, application for such
funding should have the support of the City of Kalispell.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
KALISPELL AS FOLLOWS:
SECTION 1. The Kalispell City Council approves and fully supports the application of
the City of Kalispell for a BUILD funding grant for upgrades to the
Kalispell Bypass from U.S. 93 to Airport Road.

THE CITY OF KALISPELL, THIS 17TH DAY OF FEBRUARY, 2026.
