Applicant's overall reputation, service capabilities and quality as it relates to this Proposal. iTl is recognized by our customers and partners for pragmatic, effective delivery and long-term partnership. We are trusted to manage complex licensing environments and multi -year enterprise agreements because we combine deep Microsoft licensing expertise with hands-on procurement and lifecycle execution. Our approach emphasizes transparency, compliance, and measurable outcomes — not just renewed contracts. Service Capabilities (what we do for EA renewals) • EA strategy & license review: We perform a comprehensive assessment of current 0365 license usage and entitlements, identify over -provisioning and feature gaps, and map licensing to business outcomes (security, compliance, collaboration). • Cost optimization & modeling: We produce side -by -side cost models (current vs. renewal scenarios), forecast three- to five-year TCO, and quantify savings opportunities from true -up, SKU consolidation, or subscription shifts. • Contract negotiation & procurement: Acting as your trusted advisor, iTl negotiates with Microsoft (and CSP/partner channels when appropriate) to secure favorable pricing, terms, and renewal concessions tied to your needs. • License lifecycle & entitlement management: We implement processes and tooling to maintain accurate entitlements, avoid audit risk, and simplify future renewals (centralized inventory, automated reconciliation). • Migration & change enablement: When moving workloads, upgrading SKUs, or consolidating tenants, iTl provides planning, migration execution, and end -user change management to preserve productivity. • Security, compliance & governance alignment: Renewal planning includes alignment with conditional access, data protection, and any industry or municipal compliance requirements that affect licensing choices. Quality & Delivery Assurance • Structured renewal playbook: Every renewal follows a documented playbook (discovery, analysis, modeling, negotiation, execution, verification) to ensure repeatable, auditable outcomes. • KPIs & reporting: We track measurable metrics such as license utilization, cost per user, compliance gap closure, deployment velocity, and post -renewal adoption rates — and provide executive dashboards and regular reviews. • SLA-backed services: For managed engagements we define SLAB around provisioning, support response/resolution, and reporting cadence to maintain predictable service levels. • Audit readiness & risk mitigation: We proactively reconcile entitlements and usage to reduce the risk of non-compliance findings in vendor audits and to preserve budget certainty. • Customer success & references: Our customer success function ensures planned outcomes are realized: onboarding, adoption planning, training, and continuous optimization. We can supply references and case studies demonstrating measured savings and improved license management. iTl Source, LLC 7 Office 365 EA Request for Proposals Value -Add / Differentiators • Vendor relationships: Direct experience working with Microsoft and their channel ecosystem allows us to accelerate negotiations and access program incentives when appropriate. • Optimization -first philosophy: We prioritize right -sizing and feature alignment before recommending higher spend — reducing unnecessary license costs while preserving functionality. • Operational continuity: iTI's cradle -to -grave lifecycle approach (planning -- procure deploy --+ manage --+ refresh/retire) avoids one-off renewals by embedding governance and automation that simplify future renewals. • Tailored change management: We pair technical migrations with targeted user training and adoption programs so customers realize the productivity gains that justify the contract investment. b. List professional continuing education. iTI has a long-standing history as a trusted provider of end -to -end IT lifecycle solutions, specializing in enterprise hardware, software, and services. Since its founding in 2003, iTl has focused on helping organizations —from large enterprises to public -sector entities --optimize technology investments, streamline procurement, and ensure operational efficiency. Over the years, iTl has developed deep expertise in managing complex vendor relationships, particularly with Microsoft, enabling clients to maximize the value of Enterprise Agreements (EAs) and software subscriptions while maintaining compliance and controlling costs. iTl's experience spans the full technology lifecycle, including procurement, deployment, end - user enablement, asset management, and decommissioning. iTFs approach combines strategic consulting with hands-on execution, ensuring that technology investments deliver measurable outcomes and align with clients' long-term operational goals. Throughout its history, iTl has built a reputation for reliability, transparency, and responsiveness. By leveraging strong OEM partnerships, proprietary tools, and a structured delivery methodology, iTl ensures that clients benefit from optimized IT assets, predictable service delivery, and reduced administrative burden. This enduring presence and proven track record make iTI a trusted partner for organizations seeking both strategic guidance and practical execution in IT and software lifecycle management. Our approach emphasizes building a culture of innovation and improvement, so that actionable opportunities are identified through the team's collective insight as well as through strategic planning. iTl provides our staff and our customers physical and virtual access to new technical developments through innovation labs and Centers of Excellence, and network of key IT subject matter experts (SMEs) providing support, advice, and guidance on technical challenges, future requirements, and scenarios identified by our clients. Briefly describe certifications and licensure held by the company in the state of Montana. iTl is registered to do business in the State of Montana. 3.3.4 Contract Understanding and Approach a. Describe your understanding of the scope of work and the particular expertise your company has in this area of work. iTl understands that the scope of work for the City of Kalispell involves the successful delivery of an Office 365 Enterprise Agreement (EA) renewal. This includes identification of optimization opportunities, forecasting cost scenarios, providing the best price, and ensuring the seamless implementation of any changes or upgrades. iTl brings particular expertise in managing Office 365 EA renewals for public -sector and enterprise clients. Our team has a deep understanding of Microsoft licensing structures, true -up processes, and feature alignment across enterprise workloads, which allows us to identify opportunities for cost savings, risk mitigation, and improved functionality. We have a proven methodology for conducting detailed usage analyses, building multi -year cost models, and recommending licensing strategies that align with organizational objectives. Beyond procurement, iTl provides structured project management, user enablement, and post -renewal monitoring to ensure that the City realizes the full value of its agreement. Our experience includes working with municipalities and large organizations to streamline licensing, optimize costs, and ensure compliance, while minimizing disruption to end users. iTl's cradle -to -grave approach —planning, procurement, deployment, management, and refresh —ensures a repeatable, auditable, and transparent process that delivers measurable benefits, reduces administrative burden, and supports the City's long-term technology and operational goals. iTl Source, LLC 10 Office 365 EA Request for Proposals b. Identify and discuss any potential difficult issues your company may face in providing services within Flathead County. iTl does not foresee any potential difficult issues in providing these services. c. Identify and discuss methods to mitigate these difficulties. Should any difficulties arise, iTl's Strategic Account Executive assigned to the City will immediately alert our licensing team and Executive leadership team to quickly and accurately resolve any issues. 3.3.5 Approach to Contract Management a. Describe your company's approach in initiating and establishing the service that meet the needs and requirements of the City. In terms of Microsoft CSP, there are essentially 2 separate agreements that would be required upon award: An MCA which is a Microsoft Customer Agreement, and it is digitally accepted in the customer's Microsoft 365 admin center. It is non -expiring and direct between the customer and Microsoft related to cloud services, product terms, SLA, etc. 2. iTI's Cloud Partner Agreement which governs the terms outlined in the MCA above with additional partner relationship terms such as payment terms, etc. This is executed through Docusign with the customer receiving a copy and these are stored in iTl's system for historical access. b. Describe systems used for planning, scheduling, estimating and managing manpower requirements. From a client support perspective, iTl uses ConnectWise for technical support requests and the City has access to Cloudhub, which is a cloud management platform where users can manage services at any time. iTl realizes that in this particular case, services are not being requested. c. Describe the firm's experience in maintaining training and certifications of personnel. Our Certification Team meets weekly to assess partner requirements and align them with staff workloads and expertise. Our CRM system (Salesforce) is used to monitor assignments, certification statuses, and renewal cycles, ensuring ongoing compliance with partner programs. 3.3.6 Proposal for Project a. Provide a work schedule with beginning and ending times that meet the scope criteria. iTI is prepared to deliver the EA renewal quickly and seamlessly upon award. iTl Source, LLC 11 Office 365 EA Request for Proposals b. Provide a full schedule of proposed work methods that meet the scope criteria. A specific work schedule does not apply to this scope criteria of an EA renewal. With Microsoft CSP, everything is nearly real time and upon accepting the cloud partner agreement, services can be provisioned within minutes. iTl has technical CSP resources available 24 x 7 and cloud licensing experts available Monday - Friday from 8 AM EST to 8 PM EST c. Provide a full schedule of costs for each component of the work scope. Enterprise Agreements are designed for organizations that want to centralize their Microsoft licensing under a multi -year commitment. They require standardized quantities, fixed annual billing, and a contractual term that limits flexibility. This model works well for very large environments with predictable counts and long-range planning cycles. Because Enterprise Agreements must be transacted through a Microsoft Licensing Solution Provider, iTl would coordinate with an LSP partner for organizations that move forward with an EA renewal. The licensing model in an EA is structured around annual true -ups and fixed quantities, and changes to licensing levels are typically handled once per year. A Cloud Solution Provider (CSP) agreement offers a more flexible approach to managing Microsoft licensing. CSP does not require a multi -year commitment, and quantities can be adjusted monthly as staffing levels change. The subscription model in CSP allows organizations to increase or decrease license counts without waiting for an annual true -up cycle, which often reduces unused licenses and aligns costs more closely with actual needs. CSP uses the same underlying Microsoft products found in an Enterprise Agreement, but the billing and administrative experience is designed to be more adaptable. All of the licenses included in an EA can also be purchased in CSP, including the Microsoft 365 and security workloads that many public sector entities rely on. Partnering with iTl through CSP adds an additional layer of support that is not included in an Enterprise Agreement. iT1 provides direct access to engineering and licensing resources, guidance on selecting the appropriate licensing mix, assistance with adjusting license quantities as the environment changes, and 240 support for issues that arise with Microsoft services. iTl also helps organizations navigate licensing questions throughout the year so they can keep their subscriptions aligned with their operational requirements. For organizations that value responsiveness and hands-on assistance, this level of support often creates a more streamlined experience than managing licensing strictly through an LSP. If an organization decides that an Enterprise Agreement remains the preferred path, iTl can still participate by coordinating with a Microsoft Licensing Solution Provider to facilitate the renewal and continue offering licensing guidance and general support. However, for clients that want more flexibility with license counts, more control over timing, and a higher -touch support experience, a Cloud Solution Provider agreement with iTl can be a strong fit without sacrificing access to the same Microsoft products and capabilities. iTl Source, LLC 12 Office 365 EA Request for Proposals M has provided pricing for both a CSP agreement and the EA renewal below for the City to review and select Cloud Service Provider Pricing .. End -User Productivity and Adoption: Value is not limited to cost savings. Ensuring the City's staff fully leverages Office 365 features through training, change management, and adoption strategies enhances operational efficiency and maximizes return on investment. 6.
