11-26-25 City Manager Report1 City of Kalispell OFFICE OF THE CITY MANAGER Information Memorandum 11/26/2025 Parks & Recreation Annual leaf collection has been completed in Kalispell’s park system, with Woodland Park and Lawrence Park requiring the largest share of staff resources. In addition, staff recently removed several unauthorized camps located in the north section of Lawrence Park and along the walking path in Woodland Park. At the pool facility, staff are enhancing the landscape beds by trimming overgrown vegetation and removing undesirable plant material to improve overall appearance and promote plant health. Staff also installed holiday lighting on the spruce tree near Main Street in Depot Park in preparation for the Business Improvement District’s annual Stroll event. Dan John’s Youth Athletic Complex has been closed for the season following the completion of all end -of-season maintenance tasks. The Forestry crew has completed the structural pruning of boulevard trees in the Moe’s Run neighborhood, ensuring improved tree form, clearance, and long -term health. With this phase of work finalized, the crew is now transitioning to structural pruning operations in the Village Greens area. This next phase will continue the department’s proactive approach to tree maintenance, enhancing safety, aesthetics, and the overall vitality of the urban forest. Registration is now open for several new Adult Recreation Programs designed to provide diverse and engaging opportunities for community members. Upcoming offerings include Art Workshops with local artist Jenna Justice, Zumba fitness classes, and Creative Art Journaling workshops. These programs aim to support lifelong learning, promote wellness, and encourage community participation through accessible and enriching recreational experiences. The second Holiday Pop-Up Shop at Depot Park is scheduled for Friday, December 5, 2025. To date, proposals from nineteen crafters, artists, and makers have been received for participation in the event. The pop-up will take place in conjunction with the annual Holiday Stroll. During the 2 2024 Stroll, several hundred attendees visited the pop-up and tree-lighting festivities at Depot Park, and similar strong community engagement is anticipated again this year. Preparation and planning are underway for the Kids Holiday Workshop on Christmas Eve, as well as for the Freeze Out Camp, which will be held over seven days during the two-week Winter Break. The camp is designed to provide a variety of engaging indoor and outdoor activities, including ice skating, arts and crafts, group games, and cooking projects, ensuring that participants remain active, creative, and entertained throughout the break. Ten staff members across three program sites successfully delivered this year’s Fall Little Dribblers basketball program, providing an active and engaging learning experience for 52 teams. The program concluded on November 22. Registration is currently open for upcoming programs, including indoor soccer, Tennis is Elementary, and Spring Little Dribblers. Public Works Street Light Problem Reporter Kalispell residents have a convenient tool to report streetlight issues and quickly determine whether a streetlight is maintained by the City, Flathead Electric Cooperative (FEC), or the Montana Department of Transportation. This shared map was developed through a coordinated effort among the City, FEC, and MDT to help streamline reporting, reduce response times, and ensure that maintenance requests reach the correct agency. Residents can access the interactive map on the City’s website www.kalispell.com. 3 Four Mile Drive Path - Project Complete Construction of the Four Mile Drive Path project has been completed by Strods Contracting, LLC. This project connects the pedestrian path along 4 Mile Drive between Fox Glove Drive and Champion Way with a new sidewalk. Due to elevation differences between Four Mile Drive and Kidsports, a retaining wall was necessary which also includes a pedestrian handrail. The project also includes a new Ped Actuated Rectangular Rapid Flashing Beacon at a new crosswalk across Four Mile Drive near the western Champion Way entrance. The project was funded via a Transportation Alternatives (TA) grant and the required local match was provided by the developer of the Bloomstone Subdivision. Design and Construction Engineering services were completed by the local engineering office of Robert Peccia and Associates (RPA). Planning The Planning Commission will hold public hearings and take public comments on the agenda items listed below: 1. File #KCU-25-06 – FU LLC (Fatt Boys Restaurant & Casino) FU LLC, has submitted an application for a Conditional Use Permit to allow an accessory casino use within the existing Fatt Boys Restaurant & Casino located at 1307 Highway 2 West. The request establishes a designated casino area of approximately 947 square feet within the existing restaurant and casino building. No exterior construction or building expansion is proposed, and all activity will occur within the existing structure. The property is located within the B-2 (General Business) zoning district. 2. File #KCU-25-07 –Village Loop Multifamily A request from Neil Johnson, Terta Holding, for a Conditional Use Permit to allow the development of two multi-family residential buildings located at 95 Village Loop within the RA- 2 (Residential Apartment) zoning district. The proposal includes a 12-unit residential building 4 and a 24-unit residential building along with interior parking and circulation, sidewalks, municipal water and sewer service, landscaping, and associated site improvements. Multi-family residential development is permitted within the RA-2 zoning district subject to Conditional Use Permit review. 3. File #KCU-25-08 – NorthWestern Energy A request from NorthWestern Energy for a Conditional Use Permit to allow the expansion of the existing utility storage yard and office located at 890 North Meridian Road within the B -1 (Neighborhood Business) zoning district. The proposal includes the construction of a 3,500- square-foot building addition to provide enclosed space for equipment and fleet storage. The use of the property will remain the same, and no change to site access, circulation, or operational hours is proposed. A Conditional Use Permit is required because the utility storage yard and associated offices are a non-conforming use in the B-1 zoning district. The Planning Commission will also hold a work session on the following item: 1. Staff will present the DRAFT land use plan update in its entirety. The work session will be the fifteenth in a series the Planning Commission has held. Documents pertaining to the agenda items are on file for public inspection at the Kalispell Development Services Department, 201 First Avenue East, Kalispell, MT 59901, and are available for public review during regular office hours. Community Development The City of Kalispell and Flathead County will hold the annual Community Development Block Grant hearing on December 4 at 1:00 p.m. in the City Council Chambers. The hearing goal is to obtain views from residents regarding priorities for economic development, housing, and public facilities, with a specific focus on low and moderate -income needs. Staff will present information on the CDBG program and facilitate citizen participation in the grant application process. Recommendations received during the hearing will be evaluated for the current funding cycle, while proposals not selected will be listed for future consideration. 5 Building In the last 2 weeks we have issued permits for 0 single-family homes and 6 townhouses. That will keep the total of new single-family/duplex and townhouse units for the year at 112 compared to 131 last year at this time. There have been 404 multi-family housing units issued so far this year compared to 27 last year at this time. There were a total of 327 combined building and/or fire inspections completed in the last 2 weeks.
