SUBJECT: Appointment to the Planning Commission
MEETING DATE: December 15, 2025
BACKGROUND: The Planning Board was revised to the Planning Commission with Resolution
6177, in December 2023 as required by Senate Bill 382, the Montana Land Use Planning Act.
The purpose of the Planning Commission is to act in an advisory capacity to Council on land use
planning and related regulation implementation. Once a revised land use plan is adopted per the
Act, they will hear and decide on appeals from site -specific land use decisions made by the
Planning Department.
The Planning Commission consists of seven members with two-year staggered terms. The
Planning Commission meets monthly on the second Tuesday of the month at 6 p.m. The
Commission currently has one vacancy due to a resignation for a term expiring April 30, 2026.
Three new applications have been received.
RECOMMENDATION: Mayor Johnson offers a recommendation to appoint a city
representative to the Planning Commission for a term ending April 30, 2026. Council can then
follow with a motion to accept the recommendation and confirm the appointment.

decisions on zoning, subdivisions, annexations, and long-term growth management while
gaining in-depth knowledge of local development trends, housing needs, transportation

I have direct experience from a family coming into the valley with very little money and
resources with a expensive housing market. My family has went through struggle,
hardship and sacrifice to become a resident. I currently work with Montana Fish, Wildlife,
and Parks to help with training for decontamination and inspection of vessels coming into
Montana. I also started working with Montana department of Labor and Industry with an
apprenticeship program to train youth for the workforce through our company. I would also

details, and contribute genuine input.

I have practical experience in residential and commercial real estate, giving me familiarity with zoning,
permitting, and the considerations involved in development. I have also operated small businesses for
the past six years and have ten years of experience in the public safety space, which together provide
a well-rounded perspective that considers all stakeholders and the long-term needs of the community.

I've lived in Kalispell my whole life and feel it is time to give back to the city that has given
me so much. I'd like to see communities safe and comfortable for their residents and to
ensure that Kalispell is set up to prosper and grow well.
Detail any education, knowledge, or experience you have which would be beneficial to this board, committee
or commission:
I involve myself in my community and make efforts to hear from people from a breadth of
backgrounds —during my time at Montana State University I helped to fundraise over
$75,000 for the Children's Hospital in Helena through a student -led fundraising initiative
of which I eventually acted as the financial director.
My experience in construction has exposed me to the permitting process and building
codes, and given me a lay of the land for best practices.
I'm comfortable with public speaking and can argue from critical, objective perspectives.
