Award WWTP Dewatering Project to SwankKALISPELL MEMORANDUM To: Jarod Nygren — Interim City Manager CC: Susie Turner, PE — Director of Public Works From: Keith Haskins, PE — Deputy Director Public Works Re: Recommendation of Award for Swank Enterprises - Kalispell AWWTP Dewatering Improvement Project Guaranteed Maximum Price Meeting Date: December 15, 2025 BACKGROUND: The City of Kalispell is enhancing its biosolids dewatering capabilities as part of the Advanced Wastewater Treatment Plant (AWWTP) Biosolids Dewatering Improvement Project. For this project, Council approved the use of the alternative project delivery method General Contractor/Construction Manager (GCCM) via Resolution 6243 at the Regular City Council Meeting held on March 3, 2025. Under the GCCM method, a qualified contractor is selected early in the design process through a Request for Qualifications (RFQ) and Request for Proposals (RFP), in accordance with Montana Code Annotated (MCA) 18-2-503. The City conducted a two-step procurement process and selected Swank Enterprises from among three proposers following evaluation and interviews. As an initial step in the GCCM process, the City contracted Swank Enterprises for preconstruction services at a cost of $39,885.00. As part of these services, early procurement of long lead-time equipment and an initial work package were identified as items that would benefit the project by allowing work to proceed ahead of final design completion, helping to meet tight deadlines. Subsequently, the City contracted Swank Enterprises for an Early Work Contract package at a cost of $357,398.00 which was approved by Council at a Regular City Council Meeting held on August 19, 2025, and which included construction of a temporary loadout structure, demolition of the existing DAF tank and associated piping, procurement of valves (which have a long lead time), completion of conveyor submittals, and preparation of shop drawings and as -built piping plans. GUARANTEED MAXIMUM PRICE CONTRACT: Swank Enterprises provided their Guaranteed Maximum Price (GMP) for the Kalispell AWWTP Dewatering Improvement Project on November 20, 2025, which has been reviewed by AE2S, the Engineer of Record. 201 1" Avenue E IPhone (406)758-7720 Po Box 1997 Public Works Department Fax (406)758-7831 Kalispell, MT 59903 1 1 www.kalispell.com Jarod Nygren — Interim City Manager Page 2 December 15, 2025 The complete project scope includes: • Procurement and installation of new solids dewatering equipment • Reconfiguring existing solids dewatering equipment and piping for potential future dryer equipment installation (if needed) • Updating the polymer unit • Installation of a boiler system for polymer delivery and performance • Procurement and installation of new WAS pumps • Improvements to piping for support of the dewatering upgrades • Replacement of the existing conveyor and upgrades for the new dewatering equipment Swank Enterprises' initial proposal for the work of $3,267,265 was completed at 60% design and was evaluated during their selection as the GCCM. Swank Enterprises' final GMP provided at 90% design is $3,146,021 for a decrease of $121,244 from their initial proposal. The previously approved Early Work Package (Work Authorization No. 1) compensation of $357,398.00 will be deducted from the GMP total cost of $3,146,021.00 for a total Work Authorization No. 2 of $2,788,623.00 for the GMP Work Package. The GMP includes all associated project costs to complete the construction of the project. AE2S has reviewed the GMP submittal for completeness and compliance with technical requirements and recommends approval. FISCAL EFFECTS: The project's funding sources and FY 26 budget allocations are sufficient to authorize and award the Guaranteed Max Price -Work Authorization No. 2. The funding sources are as follows: • WWTP Fund 5310-455-430640 Line Item 930: Capital Outlay — Biosolids Trtmnt/Disposal $429,846 • WWTP Impact Fee Fund 5311-455-430644 Line Item 930: Capital Outlay — Biosolids Alternate Disposal Eng. $281,207 • WWTP Fund 5310-455-430644: 930 SRF Bonded Debt — Biosolids Facility $5,086,243 ACTION REQUESTED: Motion to award the GMP Work Package to Swank Enterprises in the amount of $2,788,623.00, contingent upon DNRC-SRF and DEQ review and approval. Swank Enterprises' GMP for the project is $3,146,021. We are confident that Swank Enterprises meets the qualifications required to supply the goods and scope of work requested for the AWWTP Dewatering Improvements Project. Swank Enterprise's GMP for the Kalispell AWWTP Dewatering Improvements Project was received on November 20, 2025, and included the following required Schedule of Values: Estimated Cost of Work: $2,658,244 GCCM Contingency (5%): $132,912 GCCM Fee: $150,000 Construction Support Costs: $204,865 Total Cost: $3,146,021 Following statement of qualifications shortlisting, project proposal reviews, and interviews for the Kalispell AWWTP Dewatering Improvements Project; Swank Enterprises was selected as the General Contractor/Construction Manager (GCCM) and is currently under contract for Preconstruction Services for the lump sum amount of $39,885.00. As part of preconstruction services, early procurement of long lead time equipment and an initial work package were identified as early work scope that would benefit the project ahead of construction to meet tight project deadlines while final design is completed.
