BACKGROUND: At the November 17, 2025, regular meeting, the City Council set a public
hearing for December 1, 2025, to consider an amendment to the fiscal year 2026 General Fund
budget.
During the FY2026 budget process, the City designated General Fund carryover cash for the
Central Garage project. A budget amendment is now required to formally appropriate those
funds and authorize a $600,000 transfer from the General Fund to the Central Garage Fund to
support initial design activities for the new facility.
RECOMMENDATION: It is recommended that the City Council open and close a public
hearing to accept comments on the budget amendment.
FISCAL IMPACT: The amendment utilizes existing General Fund carryover cash that was
designated for the Central Garage project during the FY2026 budget process.
General Fund: Increases expenditure appropriations by $600,000 for the transfer out.
Central Garage Fund: Increases revenue and expenditure appropriations by $600,000.
This transfer does not affect the General Fund's overall carryover position, as the funds were
included in the FY2026 beginning balance and designated for this purpose.
