REPORTS, RECOMMENDATIONS, AND COUNCIL ACTION 1) Resolution 6298, Flathead County Public Safety Facility Annexation and Zoning This resolution considers annexation and initial zoning of P-1 (Public) for 33.5 acres at 225 Snowline Lane. 00:05:29 Assistant Development Services Director P.J. Page 2 of 5 Kalispell City Council Minutes, November 3, 2025 00:09:08 Council Member Hunter asked about ramifications if the jail bond does not pass. 00:09:21 Assistant Director Sorensen answered the question. 00:09:35 Council Member Hunter confirmed that the County would pay impact fees and assessments. 00:10:00 Public Comment Council President Graham opened public comment. Seeing none, he closed public comment. 00:10:20 Motion to approve Resolution 6298, A resolution to provide for the alteration of the boundaries of the City of Kalispell by including therein as an annexation certain real property described as a parcel of land located in the northeast quarter of the southwest quarter of Section 33,Township 28 north, range 21 west, P.M.M., Flathead County, Montana, more particularly described as Parcel B of Certificate of Survey No. 23135, records of Flathead County, Montana, containing 33.500 acres of land, more or less, subiect to all easements, covenants, conditions, restrictions, and rights -of -way of record, to be known as Flathead County Public Safety Facility Addition No. 484, to amend Section 27.02.010, official zoning map, City of Kalispell Zoning Ordinance 1677, by zoning said property in accordance with the Kalispell zoning ordinance, and to declare an effective date. I. CITY MANAGER, COUNCIL, AND MAYOR REPORTS (No Action) Interim City Manager Jarod Nygren provided the following staff report: Page 3 of 5 Kalispell City Council Minutes, November 3, 2025 The central garage will be on the work session agenda for November 10, 2025, and will be followed by an executive session to discuss city manager recruitment. Nygren will not be present at the work session. Manager Nygren spoke to the complexities within the tax bills that are currently going out. He explained the changes the state legislature made to the way taxes are collected with a larger percentage of the overall pie being taxed on commercial properties with residential properties seeing a reduction. The city has not made any changes that would lead to those changes, clarifying it was state legislation. 00:15:18 Council Member Hunter reminded everyone that tomorrow is election day, and reminded people to go vote and be sure and add their birth year to the envelope as that requirement is anew state law and ballots are being rejected that do not include that. He then thanked his opponents in the race for Mayor and said he believes there has been good dialogue in the community. 00:16:01 Council Member Daoud also reminded people to vote. He then spoke to the way that the state decided not to reduce property taxes despite having a surplus. He assured people that the city did not do anything to increase property taxes as the amount the mills are worth is relatively the same as last year. If people do not like what is going on with property taxes they should contact their state representative. 00:17:16 Council President Graham congratulated everyone running in campaigns and reminded people to vote and to drop off ballots in person. He then spoke to his view that the cost of doing business is born by the end user, so the increase in commercial taxes will be seen in the cost of products and services. J.
