Inflow and Infiltration Project Bid RecommendationCITY OF KALISPELL MEMORANDUM To: Jarod Nygren, Interim City Manager Cc: Susie Turner, PE — Public Works Director From: Keith Haskins, PE — City Engineer / Deputy Public Works Director Re: 2025 Inflow and Infiltration Mitigation Project Meeting Date: November 17, 2025 BACKGROUND: The City of Kalispell has identified several areas in the sewer collection system that have root intrusion and infiltration issues. These areas require increased maintenance efforts by the sewer division staff and contribute groundwater flows to the Wastewater Treatment Plant. This project includes furnishing labor, materials, and equipment required to rehabilitate approximately 7,650 linear feet of existing sanitary sewer main, ranging from 8" to 12" diameter and 207 vertical feet of manhole lining. The project Base Bid & Additive Alternates were broken out as follows. • Base Bid - 3rd Alley W - Center to 5th St • Additive Alternate A - 4th Alley E - 5th St to 1 Ith St • Additive Alternate B - 6th Alley W - 2nd St to 6th St • Additive Alternate C - Storm Addition E/W Alleys • Additive Alternate D - Storm Addition N/S Alley This project was previously bid and awarded in December of 2024 for $424,837.50. Unfortunately, the contract was terminated for cause in October of this year due to no progress on the project. BIDDING RESULTS: Bids were received and opened on November 6, 2025, at 3:00 pm. References for Insituform Technologies were reviewed and have been confirmed to meet the experience requirements for projects of similar size and scope. FISCAL EFFECTS: FY 26 Sewer Funds allocated $881,231.00 to support the 2025 Inflow and Infiltration Mitigation Project as shown in Sewer Fund line item 9 5310-454-430630-962 and remaining SLIPA Grant funding from House Bill 355 which will be utilized first. ACTION REQUESTED: Motion to award the Base Bid and Additive Alternates A through D of the 2025 Inflow and Infiltration Project to Insituform Technologies for $776,128.00.
