To the Mayor, City Council, and City Clerk of Kalispell:
My name is Christopher Bibb. As a local resident, I respectfully notify you of my activities involving Close
Encounters of the Fifth Kind (CE-5) contact work as popularized by Dr. Steven Greer. My purpose is to
foster transparency, ensure public safety, and provide accurate information about these peaceful
initiatives should any unusual aerial activity be observed in our airspace during these sessions.
Overview of My CE-5 Activities:
Human -Initiated, Consciousness -Based Approach: I employ meditation, coherent thought sequencing
(projecting peaceful intent), and visualization, sometimes with a small group. These methods are
intended to facilitate positive, non -disruptive contact with aerial phenomena in accordance with
established CE-5 protocols.
Structured Session Flow: Each CE-5 session involves group meditation, intention setting, sending mental
messages for peaceful contact, signaling with low -powered lights or quiet sound tones, and careful
documentation (logs, recordings) of any observed unusual activity.
Nighttime, Outdoor Practice: Activities are held openly, typically away from city center lights and never
involve trespassing, lasers, or safety risks.
Public and Scientific Focus: All efforts are explicitly peaceful, seeking only communication, observation,
and documentation as part of global citizen -science efforts for UAP understanding.
Transparency & Openness: I am always glad to answer questions, present materials, or brief council
members, police, or the public as needed.
Why Notify City Council:
Transparency helps distinguish intentional, benign CE-5 activity from any incidents causing public
concern or aerial sighting reports. This proactive notice supports public safety, open government, and
community education.
