BACKGROUND: This project is the water transmission main phase of the larger project to
secure alternative PFAS-free water sources for the public water supply. The scope includes
construction of the following schedules:
Schedule 1: Buffalo Hill Tank Piping
• This schedule involves upsizing an existing water main to improve conveyance between the
two lower pressure zone storage tanks at Buffalo Hill Golf Course.
Schedule 2: Noffsinger Transmission Main
• This schedule includes constructing a transmission main to deliver water from the Noffsinger
Springs future well source to the lower pressure zone storage tanks near Buffalo Hill Golf
Course.
Schedule 3: Woodland Avenue Connector
• This schedule entails installing a transmission main along Woodland Avenue, between E
Center Street and Albina Street, to enhance system efficiency in preparation for a future
water source at Dry Bridge Park. This phase replaces the existing 1920's era undersized cast
iron main and 1970's era AC water mains currently installed in Woodland Avenue. The
project will also replace existing water services to the edge of right-of-way, install water
meter pits, and replace fire hydrants.
BIDDING RESULTS: Bids were received and opened on September 4, 2025, at 2 pm. Four
responsive bids were received and are summarized below.

Neuman Construction and Sandry Construction were the low bidders, and both are considered
responsible bidders that met the requirements to complete the project as bid. Public Works
recommends awarding Schedule 1 to Neumann Construction and Schedules 2 and 3 to Sandry
Construction.

ACTION REQUESTED: Motion to award the PFAS Water Main Improvements bid schedules,
contingent on DEQ and funding agency approval, as follows:
• Schedule 1: Buffalo Hill Tank Piping to Neumann Construction for $420,550.00
• Schedule 2: Noffsinger Transmission Main to Sandry Construction for $1,398,057.00
• Schedule 3: Woodland Avenue Connector to Sandry Construction for $3,847,954.00
FISCAL EFFECTS: Expenditure for the Emerging Contaminant PFAS — Water Main
Improvements are budgeted in FY 26 and will be funded through the Emerging Contaminate
Response Grant and Forgiveness Bond in the Water Fund 9 5210-447- 430551-939.
ALTERNATIVES: As suggested and approved by the City Council.

Bid Recommendation
Project Overview
The Emerging Contaminant PFAS — Water Main Improvements - 2025 is broken into three schedules
described below:
Schedule 1: Buffalo Hill Tank Piping
This schedule involves upsizing an existing water main to improve conveyance between the
two lower pressure zone storage tanks at Buffalo Hill Golf Course.
Schedule 2: Noffsinger Transmission Main
This schedule includes constructing a transmission main to deliver water from the Noffsinger
Springs future well source to the lower pressure zone storage tanks near Buffalo Hill Golf
Course.
Schedule 3: Woodland Avenue Connector
This schedule entails installing a connector along Woodland Avenue, between E Center Street
and Albina Street, to enhance system efficiency in preparation for a future water source at Dry
Bridge Park.
Pre -Bid Meeting
A pre -bid meeting was held on August 19, 2025, at 9:00 AM in the Council Chambers at Kalispell City
Hall. The meeting covered project requirements and the electronic bidding process via QuestCDN. A
recording was posted to QuestCDN. An additional virtual Q&A session was held on August 28 at 3:00
PM.
Bid Opening
Bids were received on September 4, 2025 and opened through QuestCDN (#9826433) at 2:00 PM,
local time, in First Floor Conference Room at City Hall in Kalispell, MT. A total of four (4) bidders
submitted bids for the project and all required items were submitted with each bid.

Summary of Bids
Summary of Bids Received
The Summary of Bids is attached to this memorandum.
Schedule 1: Buffalo Hill Tank Piping
Three (3) bids were received for Schedule 1. The bids for Schedule 1 were 20.3%, 37.7%, and 271.5%
higher than the Engineers Estimate. The low bidder for Schedule 1 is Neumann Construction.
Schedule 2: Noffsinger Transmission Main
Two (2) bids were received for Schedule 2. The bids for Schedule 2 were 8.6% and 159.9% higher
than the Engineers Estimate. The low bidder for Schedule 2 is Sandry Construction. There was a large
discrepancy in the directional drilling bid item between the two bids received. Sandry Construction (low
bidder) utilized Kenfield Industries as the subcontractor with a bid price for the drilling listed at
$399,324; while Western Municipal Construction utilized Blue Mountain Directional Drilling for this
subcontract with a bid price at $1,368,400. Kenfield Industries has successfully completed recent
directional drilling projects with RPA and the City of Kalispell. No other bid irregularities were identified.
Schedule 3: Woodland Avenue Connector
Three (3) bids were received for Schedule 3. The bids for Schedule 3 were 12.0% lower, 16.1 % higher,
and 26.0% higher than the Engineers Estimate. The low bidder for Schedule 3 is Sandry Construction.
No bid irregularities were found.
Recommendation of Award
Schedule 1: Buffalo Hill Tank Piping
RPA has confirmed with the low bidder for Schedule 1, Neumann Construction Company (Kevin
Neumann), and verified they are content with their bid and would be glad to be awarded the project.
Neumann Construction has recently completed a sewer main replacement project for Columbia Falls
and the City of Kalispell. After completing the reference check, discussing the bid results, and
reviewing the budget, RPA recommends that the City of Kalispell award Schedule 1 to Neumann
Construction Company for $420,550.
Schedule 2 and 3: Noffsinger Transmission Main and Woodland Avenue Connector
RPA has spoken to the low bidder for Schedule 2 and 3, Sandry Construction Company Inc. (Chuck
Pisk), and verified they are content with their bid and would be glad to be awarded the project. Sandry
Construction has recently completed water main replacements for Bigfork, Columbia Falls, and
Whitefish. After completing the reference check, discussing the bid results, and reviewing the budget,
RPA recommends that the City of Kalispell award Schedule 2 to Sandry Construction Company Inc.
for $1,398,057 and Schedule 3 to Sandry Construction Company Inc. for $3,847,954.
