Box 1997, 201 First Avenue East KALISP � Kalispell, Montana, 59903 www.kalispell.com REPORT TO: Jarod Nygren, Interim City Manager FROM: Aimee Brunckhorst, CMC, City Clerk & Communications Manager SUBJECT: Appointment to the Tourism Business Improvement District Board MEETING DATE: October 6, 2025 BACKGROUND: The Tourism Business Improvement District was originally created in 2010 with Resolution 5425 with the regulations of the district created with Ordinance 1675. In 2019, Resolution 5954 was passed renewing the TBID for an additional 10 years beginning July 1, 2020. Ordinance 1833 was then passed to establish the regulations for the new TBID. The district is governed by a Board of Trustees to which the Mayor, with the approval of the City Council, appoints seven members of property within the district. After initial appointment, members are appointed for a term of office of 4 years. The board member representing a large category property recently resigned, and two new applicants have applied for the continuing large category position with a term expiration of April 30, 2027. RECOMMENDATION: Mayor Johnson offer a recommendation to appoint either applicant to the Tourism Business Improvement District with a term expiring April 30, 2027. Council can then follow with a motion to accept the recommendation and confirm the appointment. Auto Email to City Clerk Kalispell Tourism Business Improvement District September 30, 2025 To: Mayor and City Council City of Kalispell RE: Appointment to TBID Board of Directors Solicitations for applications to the TBID Board were recently sent to representatives of large-propertyTBID hotels to fill the board seat currently held by Mitchell Bump. Mitchell began his service on the TBID Board as General Manager of the Hilton Garden Inn and now serves as General Manager of the Kalispell Grand Hotel. We are grateful for his contributions and dedication during his tenure. Recently, several large properties expressed interest in the opportunity to apply for this designated seat. Large properties currently not represented include the Hilton Garden Inn, Home2 Suites, Motel 6, and the Red Lion Hotel. Two candidates have applied, each bringing valuable hospitality experience: • Emily Schroeder, General Manager, Home2 Suites • Nathan Black, Marketing Manager, Hilton Garden Inn / The Veridea Group While the appointment decision rests with City Council, the TBID Board wishes to provide context that may assist in the selection process. Factors discussed by the TBID Board include: • Historically, the board has prioritized ensuring representation from one of the two Kalispell conference properties (Hilton Garden Inn or Red Lion Hotel). • The current board roster is more heavily weighted toward north Kalispell; Council may wish to consider representation from a south Kalispell property. • Emily Schroeder brings extensive experience in the Kalispell hotel market, is a longtime resident, and previously served on the TBID Board while at the Hilton Garden Inn. She has direct knowledge of the TBID's mission and initiatives. • Nathan Black has recently relocated to Kalispell. The Hilton Garden Inn is a key TBID property, as many group sales efforts are focused on bringing business to one of the two conference facilities. Kalispell Tourism Business Improvement District • The Hilton Garden Inn has experienced significant staff turnover in recent years. Nathan has been working closely with the ownership group, Veridea, and is now based in Kalispell. Thank you for the opportunity to provide input.
