A. CALL TO ORDER
Mayor Mark Johnson called the meeting to order at 7 p.m.

Staff present included Interim City Manager and Development Services Director Jarod Nygren,
City Clerk Aimee Brunckhorst, Public Works Director Susie Turner, and Assistant Public Works
Director Keith Haskins.
C. DISCUSSION
Peterson Elementary School On Street Parking Request a
00:00:35 Interim City Manager Jarod Nygren began the background.
00:01:43 Public Works Director Susie Turner provided the staff report and presented slides
explaining the school request, what could be changed administratively, and two options for the
portion of the request that will need to be revised within city code if council desires.
00:08:11 Mayor Mark Johnson and Councilor Daoud asked questions about the possible code
changes.
00:09:19 Council Member Carlson continued code questions.
00:09:46 Council Member Gabriel continued code questions.

Mayor Johnson provided discussion.
00:13:11 Council Member Hunter provided discussion and asked about sidewalk additions.
Based on Council direction, staff will have this item for action on the next agenda.
D. PUBLIC COMMENT
Mayor Johnson opened public comment.

Nelson asked whether Hedges could be taken out of the code and handled similarly.
Staff indicated they could do so.
00:14:37 Council Member Hunter asked about sidewalk plans in front of the Samaritan House
property.
00:15:05 Mayor and Council confirmed they would like to strike 17-90 from the code.

00:16:14 Paula Mindell, Public Comment
Mindell of Meadow Vista Loop thanked the city for the newly installed flashing lights on Four
Mile Drive to show the speed limit and for the path currently being built which will greatly help
with pedestrian and bicycle safety. She then provided an example of speeding witnessed by
someone working on the path. She spoke in detail regarding her frustration with continued
speeding on the road despite the installation of additional signage and asked that a tabletop to be
installed.
Seeing no further comments, Mayor Johnson closed public comment.

E. CITY MANAGER, COUNCIL, AND MAYOR REPORTS
Interim City Manager Jarod Nygren provided the following report:
• Next Monday is Labor Day, so our next council meeting is Tuesday.
00:19:26 Council Member Daoud spoke regarding slowing down on Four Mile. He then
disclosed to council that some concerned citizens of Ward 4 spoke to him about the proposed
development on Bluestone Drive. He said he did not learn anything additional that was not heard
during the Planning Commission meeting.

00:20:49 Council Member Nunnally spoke regarding the possibility of changing the requirement
that the City Manager must live in city limits and why he would like that discussed.
Mayor Johnson provided discussion.
00:22:02 Council Member Hunter spoke regarding concerns about ex-parte communications on
quasi-judicial decisions.
00:22:54 Council Member Carlson spoke regarding experiencing extreme noise and speeding on
Main Street on Friday night and believes that issue should be revisited.
00:24:16 Mayor Johnson spoke regarding the passage of legislation by the state related to
taxation of second homes.
F. ADJOURNMENT
Mayor Johnson adjourned the meeting at 7:25 p.m.
