While we were talking to the people at the shops yesterday I got in a
conversation with a couple workers about using personal tools and
equipment at the shops. The comment was made by two shop employees that
if it were not for their personal tools being in the shops they could
not function because they can't buy the tools for the shops. Now, most
of that comment is overkill, but there are a lot of personal tools being
used in all shops along with personal equipment such as drills, jacks,
wrenches, saws, etc. We need to get a reading on this, from MMIA. If a
guy gets injured in the shop using tools that don't belong to the City,
is he/she covered by insurance. I'm sure MMIA has a policy about
employees using personal equipment on the job without permission. We
should have an MMIA opinion before we restrict usage of personal tools
on the job. If we need it the City should buy it. Your thoughts.

FYI,
This morning Chief Diehl, Fred Leistiko, John Lyons and I conducted a
spot check of the city shops. This was done to see how they are coming
regarding coming into compliance with the items pointed in our audits.
Overall each of the departments are to be commended on what they have
accomplished to date. We all were impressed. Although there is still
work to be done, major strides have taken place. John has done a
admirable job seeing the issues are being addressed.
Some of the items addressed include:
1. Proper installation and marking of majority of fire
extinguishers.
2. Major improvement related to the cleaning and organization of
perimeter areas by all the departments.
3. Vehicle garages and storage are cleaner and better organized.
4. Emergency exit signs & lighting installed.
5. Majority of waste oil has been removed.
6. Old tire supplies have and continue to be reduced.
We did find a items still needing attention and John Lyons is aware of
these and is working to correct it. I won't go into detail on them.
A couple more prominent issues which require attention are:
1. De-Icer tanks
a. Lockable valves need to be installed to prevent vandalism.
2. Traffic Signs and Signals Department:
a. There are still unacceptable posters that need to be removed
from the walls and should be done so immediately!
b. There is a motorcycle lift installed in one of the bays which I
appears to be for personal use. If this lift it is for personal use, it
needs to be removed. Employees need to be reminded, working on personal
equipment on city time and/or using tools, equipment or shops/facilities
for personal use is not allowed.
3. Unauthorized personnel City Shop areas.
a. An unauthorized former employee (Bill Corpron) was found
sitting at a table reading a magazine in the Traffic Signs and Signals
shop bay. No one else around. He said he was waiting to visit Monte.
Bill was advised by me we were no longer allowing non-employees to visit
the shop area unless it is for business reasons and then it needs to be
with the prior knowledge and approval of the supervisor. This for
safety, liability reasons and to reduce worker disruptions. I asked Bill
to leave which he did without incident.
b. I was made aware of:
i. It
is not uncommon for citizens during sporting events to park at the shops
(even in the parking lot) or climb the fences or just walk through open
gates to observe the games at Legend's Field.
ii.
City employees using city property for personal use including the
vehicle wash bay.
1. Many of the employees for the city (Public Works, Parks, Police,
Fire) know the access code for the wash bay. Apparently this extends to
former employees, friends and relatives. Once inside the wash bay
persons can walk unobstructed into the Street Department and the fenced
perimeter.
2. I recommended to John to have some form of "Authorized Entry
Only" signs installed at the two vehicle gates and the wash bay and any
other areas he feels it is warranted.
a. I'm not sure how to address the locking of the inside doors as
this would violate safety exits.
c. As I was talking to a couple supervisors about non-employees,
AFSCME Union President mike Nicholson happened by. I advised Mike we
have to begin a practice of no longer allowing non-employees at the City
Shops unless it is for city business and with the consent of the
supervisor. Again for safety, liability reasons and to reduce worker
disruptions. He said he understands and will pass it on.
