Junk Vehicles Public Comment from Lisa Simmer and Barbara BoormanAugust 22, 2025 Dear Mayor, City Council Members, and Interim City Manager, We attended the mayoral candidate forum on August 19" and brought the following complaint to their attention. Both Mr. Hunter and Mr. Daoud informed us of a recently_ passed ordinance addressing junk vehicles and suggested that we forward the issue to mayor, council, and city staff. Our complaint is regarding the storage of multiple vehicles on the boulevard/public right-of-way adjoining the property at 514 8" Ave W. These vehicles have been parked and stored on this public property for a number of years. Also, the property at 514 8`' Ave W and others in the immediate area (433 8" Ave W) are in constant violation of the 72 hour storage of vehicles on public streets. It would be appropriate if patrols made note of this and tagged such vehicles. Additionally; both of these properties are filled with junk vehicles that are not screened and we believe this is why the cars are parked on the boulevard and on the streets. We are aware of the city code 19-37 Excessive Personal Property Interfering with the Use of Public Property, which also should pertain to this. The City of Kalispell has a landscaping ordinance which governs what can and cannot be planted in a city boulevard/public right-of-way. It seems unlikely that the storage of cars is remotely appropriate, nor is the contimial replacing of boulevard a ass % ith. gravel. This is also a problem as property owners try to create parking for vehicles and boats. As you are aware, Kalispell has experienced a great deal of growth. Many new homeowners may not know what ordinances are in place. They may see what a neighbor is doing with their property and think it is legal. Others simply do what they want because they are aware ordinances are complaint driven and enforcement is limited. Such play be the case with the boulevard at 501 9' Ave W, directly west of 514 8" Ave W. Thev have recently stai-ted parking in the pubic right- ,. gay. The same seems to occur with filling of right-of-ways with gravel and using right-of-ways for parking. We work hard to maintain our yards and neighborhood and promote a culture of pride in our surroundings.
