ADMINISTRATIVE CODE Adopted July 1, 1991 Section 2-20 Manner of Addressing Council a. Each person not a Council member shall address the Council, at the time designated in the agenda or as directed by the Council, by stepping to the podium or microphone, giving that person's name and address in an audible tone of voice for the record, and unless further time is granted by the Council, shall limit the address to the Council to three minutes. b. All remarks shall be addressed to the Council as a body and not to any member of the Council or Staff. C. No person, other than the Council and the person having the floor, shall be permitted to enter into any discussion either directly or through a member of the Council, without the permission of the Presiding Officer. d. No question shall be asked of individuals except through the Presiding Officer. Page 2 of 2 -000 CITY OF KALISPELL MEMORANDUM To: Jarod Nygren, Interim City Manager From: Susie Turner, PE, Director of Public Works Re: Peterson Elementary School — On street Parking Request Meeting Date: August 25, 2025 BACKGROUND: In spring 2025, Peterson School staff contacted Public Works to request the establishment of short-term parking, patron loading, and bus loading zones on 2nd Street West, from S Meridian Road to the first alley. In past school years, school patrons were able to use the parking lot at the former Armory property for student drop-off and pick-up. However, with the construction of the new Samaritan House apartments on the site, that option is no longer available. The bus and patron loading zones will be administratively processed under Kalispell City Code 17-82 through a permit. In contrast, the request for short-term parking requires a code amendment adopted by City Council. At this work session, staff will review the School District's short-term parking request and present recommended code updates. The graphic below illustrates the changes: green and pink areas indicate zones that may be permitted under Code 17-82, while the blue area highlights the short-term parking request for Council consideration.
