1. Parks and Recreation
Michael Terrell – Landscape Architecture, along with
Kalispell Parks and Recreation staff, will cohost a booth
with Community Development at the Flathead County Fair
August 13 –15 to gather public input for the Parks and
Recreation Master Plan. The consulting team will then
hold another round of open house events; Tuesday, August
19 from 4:00–7:00pm at Bias Brewing and then
Wednesday, August 20, at both the noon and evening
Picnic in the Park concert events at Depot Park
To ensure broad community feedback, a 25-question
survey is available through August 31 at
www.kalispell.com/masterplan.. So far, more than 900
residents have participated.
KYAC staff completed the fertilization of multiple turf areas around the complex
including soccer, football, and north multiuse fields. Staff also reinforced the back stop
boards at softball fields 1-5 before giving them a fresh coat of stain. We are currently in
the process of repairing irrigation leaks.
Park staff repaired plumbing in the Lawrence Park women’s restroom as well as a main
line irrigation leak near the rock-climbing wall. Recently, staff also cleared multiple
unauthorized camps along the hillside above Woodland Water Park.
Forestry staff recently raised tree canopies in the Mountain Vista subdivision to allow for
better vehicle and pedestrian travel. The crew is currently pruning large trees on the 200
block of 9th Avenue West, while continuing to water trees planted in the last five years.
Construction of the new bike/pedestrian path connection along 4 Mile Drive began
August 11. This will connect the adjacent Bloomstone Subdivision to the east of KYAC,
to the bike/pedestrian path on the east side of the western entrance of Champions way.
This entrance will be closed throughout construction.
Woodland Waterpark will close on August 17, for the season. Swimming lessons
wrapped up on August 7, and the final open swim was held on August 15. The final event

of the year will be Paw’s to Play’s Splash Bash. The cost is $5 per dog and includes one
human.
The final Picnic in the Park is August 20. Wylie Gustafoson will yodel the afternoon
away, and Kalispell’s local “Wildwind” band will conclude this year’s series. This year’s
series would not be possible without sponsors: Glacier Grins Pediatric Dentistry,
Kalispell Toyota, Performance Real Estate, Whitefish Credit Union, General Sheet Metal,
Logan Health, Tamarack, Parkside Credit Union, Able Body Collision, Glacier Bank,
Crowley Fleck, Flathead Farm Mutual, Flathead Electric, Stockman Bank, First
Interstate, My Glacier Village, First Montana Bank.
Shakespeare in the Park was held at Woodland Park on August 14. This annual free event
for the community draws an excellent crowd to enjoy Montana’s oldest touring
Shakespeare company. Kalispell is the only location in Flathead Valley.
Camp Woodland’s final day of camp is August 22. As of this writing, there have been a
total of 8,222 enrollments in the program. Enrollment is by the day by person. The
afterschool program is beginning to see registration numbers grow with the first day of
school, August 27.
Fall sports start August 23. The Runnin' Rascals Flag Football program kicks off on
August 23, welcoming 208 young athletes to the field. There are 35 dedicated volunteer
coaches on board, each committed to creating a fun, supportive, and memorable season
for the players.
Fall Soccer registration closed on August 10 with a strong turnout of 290 registrants. The
season begins on September 3. We are looking for more volunteer coaches for several
age groups: Kindergarten,1st & 2nd Grade, and 3rd & 4th Grade.
2. Public Works
Lower Zone Tank #1 Replacement
The contractor for the Lower Zone Tank Replacement - Reservoir 1 project is
constructing the sheathing for the dome roof. The dome concrete pour is scheduled for
August 20-21.
Fermenter Rehabilitation Project
The fermenter rehabilitation is well under way. The internal components have been
removed, fabrication of the upper beam has been completed, and coatings have been
applied to the exterior. Remaining construction items include continued interior concrete
repair, coating of the interior components and walls, and reinstallation of the mixing
equipment.

3.Planning Department
The Planning Commission held a public hearing on August 12 and accepted comments
on the items below:
1.File # KPUD-25-03 – Montarise Developments, LLC, has submitted applications
for Silverbrook Village, an amendment to the Silverbrook Planned Unit
Development (“PUD”). The property, which contains 11.7 acres, is currently
zoned B-1 (Neighborhood Business) with the PUD overlay. This proposal would
maintain the underlying zoning designation. The proposal calls for 198
residential units intended to be developed as condominiums with a variety of
housing types ranging from two-unit buildings to larger multi-unit buildings. The
proposal also has 20,400 square feet of neighborhood business uses that are
included within mixed-use buildings. The property is located at 441 and 465
Diamond Peak Drive.
2.File #KA-25-07 - A request by the City of Kalispell and Bibler Resources
Company to annex property located between South Meridian Road and the
Highway 93 Bypass, and between Appleway Drive and Foys Lake Road,
commonly known as the “WYE Track,” along with adjacent property, with an
initial zoning designation of P-1 (Public). The property is intended to be
developed as a park. The annexation would place approximately 25.7 acres of
land in the city.
3.File # KZC-25-01 - A request by Bibler Resources Company for a zoning map
amendment to rezone 10.55 acres of land located at 301 Fenn Way from city B-1
(Neighborhood Business) to city P-1 (Public). The property is intended to be
developed as a park.
Old Business:
4.Files #KA-25-05 / KCU-25-04 – North Meadows Development, LLC A request
for annexation, initial zoning, and a conditional use permit for a multi-family
residential development at 1859 South Meadows Drive. The proposal includes
annexation of approximately 12.13 acres into the city, initial zoning of RA-1
(Residential Apartment), and a conditional use permit to allow construction of 99
multi-family residential units within seven buildings along with a clubhouse and
associated amenities.
A public hearing on the North Meadows proposal was held at the July 8, 2025,
Planning Commission meeting. After discussion, the matter was tabled to allow
for additional review and discussion. The Planning Commission reconsidered the
application at their August 12, 2025 meeting. At the meeting the Commission
considered updated application materials that addressed comments from the
public hearing.
The Planning Commission recommended approval of the four projects, which will

be forward to Council for their recommendation at their September 2 meeting.
The Planning Commission also held a work session on an update on public outreach and
public comments submitted to date for the land use plan update.
4. Building Department
In the last 2 weeks we have issued permits for 5 single-family homes. This brings the
total of new single-family/duplex and townhouse units for the year to 74 compared to 97
at this time last year. There have been 71 multi-family housing units issued so far this
year compared to 24 at this time last year.
There were a total of 283 combined building and/or fire inspections completed in the last
2 weeks.
