The request is to modify the overall layout to vary from the conceptual layout approved with the PUD update in 2023 (CK Ordinance 1917). The proposed layout update does not require any additional deviations beyond those approved with the original PUD. The following Deviations were approved with the 2023 PUD update: 1. Setbacks along Rose Crossing reduced from 15 to 10 feet. 2. Maximum Building height of 60 feet to accommodate topography and tuck under garages 3. Water Course setback reduction to minimum 100 ft per geotechnical recommendations a. 100 ft setback area shall be restored with native riparian habitat. 4. Block Length and Connectivity to allow connections shown in excess of 600 feet. The approved layout and the proposed layouts are included in the following figures to demonstrate the comparison. Full sized attachments are included as supplements to this memorandum. The layout changes being proposed are being requested for several reasons: 1. The owner and project architect have changed, and different building types are being proposed. 2. The new buildings and parking configuration work better with the site topography vs the previously proposed large “L” shaped buildings. 3. Fire Access at eastern property line is more direct to the site and allows better fire truck mobility through site. Setbacks along Rose Crossing reduced from 15 to 10 feet. a. The development will continue to utilize the setback reduction. The proposed buildings will continue to have street fronting units with patios and create visual interest along the Rose Crossing corridor by providing gaps in the buildings and linear parkway open space between the buildings. 2. Maximum Building height of 60 feet to accommodate topography and tuck under garages a. The updated buildings are proposed as three level walk ups with approximate heights of 42 feet (within the existing zoning regulations). No tuck under parking is being proposed and the full 60 feet height deviation is not being utilized. Due to topography of the site, this deviation may still be applicable and be determined during site grading design. 3. Water Course setback reduction to minimum 100 ft per geotechnical recommendations and setback area shall be restored with native riparian habitat. a. No changes to the setbacks have been proposed and the approved setback lines are still being utilized. 4. Block Length and Connectivity to allow connections shown in excess of 600 feet. a. This condition appears to be only relevant to the external ring roads that were included with the approved conceptual layout for fire and parking access. These roads are no longer being proposed. No detriment to public welfare would be created by allowing the layout update. The unit numbers will remain the same and this request does not intend to modify the approved number of units or change the site traffic generated. This proposed layout modification should be considered a minor change to the approved Stillwater Bend Phase 2 PUD.
