Res. 6286, Solid Waste AssessmentF City p of Kalispell A SPELL Post Office Box 1997 - Kalispell, Montana 59903-1997 Telephone (406) 758-7000 Fax - (406) 758-7758 REPORT TO: Doug Russell, City Manager FROM: Aimee Cooke, Finance Director SUBJECT: FY2026 Budget - Solid Waste Removal Assessment MEETING DATE: August 18, 2025 BACKGROUND: The Solid Waste Removal Assessment resolution is adopted annually to provide a levy to fund the costs of the removal of garbage or other offensive matter from streets, alleys, or any premises. On July 1, 2024, the City Council adopted Resolution 6210B, which outlines the updated Solid Waste Management Plan and the associated fee adjustments for fiscal year 2025-2029. In accordance with Resolution 6210B, staff is recommending the following increases. • Individual Assessments for Residential Customers: o Residential Roll -Out Assessment: Increase to $146, representing a $7 increase per customer per year. o Residential Alley Assessment: Increase to $175, representing a $9 increase per customer per year. o Special 90-Gallon Collection: A $20 fee shall be assessed for one additional 90-gallon collection per year. • Bulk Waste Collection: o Increase to $67, representing a $2 increase per customer per year. • Standard City Services: o Increase to $7.16, representing a .65 increase per customer per year. • Commercial 300 and 400-Gallon Container Customers: 0 300-Gallon Container: Increase to $494, representing a $45 increase per year. 0 400-Gallon Container: Increase to $601, representing a $54 increase per year. • Commercial Dumpster Customers o 2CY (Rear load Green Bins): Ix/week increase to $1,173; 2x/week increase to $1,970; 3x/week increase to $2,815; 4x/week increase to $3,566; and 5x/week increase to $4,223. o 4CY (Rear load Green Bins): Ix/week increase to $1,782; 2x/week increase to $2,993; 3x/week increase to $4,277; 4x/week increase to $5,417; 5x/week increase to $6,415. o 6CY (Rear load Green Bins) Ix/week increase to $2,383; 2x/week increase to $4,002; 3x/week increase to $5,718; 4x/week increase to $7,243; 5x/week increase to $8,577. RECOMMENDATION: It is recommended the City Council approve Resolution 6286, a resolution to levy the cost of removal of garbage or other offensive matter from streets, alleys or any other premises as a special tax against the property from which such matter was deposited, and the disposition thereof. FISCAL EFFECTS: Anticipated revenue to be generated by the assessment is $1,890,000. ATTACHMENTS: Resolution 6286, Solid Waste Removal Assessment Return to: Kalispell City Clerk PO Box 1997 Kalispell, MT 59903 RESOLUTION NO. 6286 A RESOLUTION TO LEVY THE COST OF REMOVAL OF GARBAGE OR OTHER OFFENSIVE MATTER FROM STREETS, ALLEYS OR ON ANY PREMISES AS A SPECIAL TAX AGAINST PROPERTY FROM WHICH SUCH MATTER WAS DEPOSITED, AND THE DISPOSITION THEREOF. WHEREAS, Section 7-14-4105 MCA, gives a City Council power to provide for levying the cost of removal of garbage or other offensive matter from streets, alleys, or any premises as a special tax against that property from which the same was deposited, the City Council deems such a method more equitable and just than paying for such removal from the General Fund of the City; and WHEREAS, at a public hearing held on the 7th day of June, 2025, the City Council did consider all objections made to said estimate and to the basis of levy and assessment for payment for said cost. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF KALISPELL, MONTANA: SECTION 1. The assessments for removal of garbage or other offensive matter for the fiscal year 2025-2026 are hereby estimated to be $1,890,000 and the City Council finds that the cost of the removal of garbage and other offensive matter from the various lots and parcels of land within the city and benefited by such removal is the amount as shown by the records maintained in City Hall. SECTION 2. That the assessments charged are hereby established as outlined in attached Exhibit 1 approved by Council through Resolution 6210B on July 1, 2024. Charges for these, and all other garbage collection services shall be in accordance with the schedule maintained in the office of the Director of Public Works.
