On June 17, 2024, the City Council passed Resolution 6203 establishing a 7-year adjustment program to the Special Maintenance District 91 Assessment. For fiscal year 2026, in accordance with Resolution 6203, staff is recommending the following increases. • To $0.022487/sq. ft., an increase of $0.002045/sq. ft. for category 1 (vacant land up to 2 acres) and category 2 (residential land up to 1/z acre); • To $0.033176/sq. ft., an increase of $0.003016/sq. ft. for category 3 (commercial/up to 90% covered); and • To $0.034961/sq. ft., an increase of $0.003178/sq. ft. for category 4 (commercial/100% covered). • Category 1, vacant land over 2 acres is capped at $1,959. • Category 2, residential land over 1/z acres is capped at $490. RECOMMENDATION: It is recommended the City Council approve Resolution 6285, a resolution levying an assessment for the cost of special maintenance for the purpose of maintaining the streets and avenues of the City of Kalispell for the fiscal year 2025-2026. FISCAL EFFECTS: Anticipated revenue to be generated by the assessment is $3,950,000. ATTACHMENTS: Resolution 6285, Special Maintenance District 91 (Streets) Return to: Kalispell City Clerk PO Box 1997 Kalispell, MT 59903 RESOLUTION NO. 6285 A RESOLUTION LEVYING AN ASSESSMENT FOR THE COST OF SPECIAL MAINTENANCE FOR THE PURPOSE OF MAINTAINING THE STREETS AND AVENUES OF THE CITY OF KALISPELL FOR THE FISCAL YEAR 2025-2026. WHEREAS, the assessment cost of the Special Maintenance District 91 for the fiscal year 2025- 2026 is estimated to be $3,950,000, and WHEREAS, at a public hearing held on the 7th day of July 2025, the City Council did consider all objections made to said estimate and to the basis of the levy and assessment for payment for said cost. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF KALISPELL, MONTANA: SECTION 1. That the cost of expenses of maintaining the streets, avenues, alleys and public roads and the costs of traffic sign and signal maintenance shall be assessed against each lot or parcel with the Special Maintenance District No. 1 as set out in Ordinance 1475. The rates for 2025-2026 are as follows: Category 1. (Residential) $0.022487/sq.ft. Vacant land up to 2 acres Vacant land over 2 acres $1,959 maximum Category 2. $0.022487/sq.ft. Residential land up to 1/z acre Residential land over 1/z acre $490 maximum Category 3. $0.033176/sq.ft. Commercial (non residential) up to 90% covered Category 4. $0.034961/sq.ft. Commercial 100% covered Public and private parklands, as defined by Kalispell City Code 23-2-13, and cemeteries shall be exempt from the assessment.
