RESOLUTION NO. 6268B
A RESOLUTION ADOPTING A REVISED AMENDMENT TO THE KALISPELL
GROWTH POLICY -- PLAN IT 2035 FUTURE LAND USE MAP BY CREATING A
NEIGHBORHOOD COMMERCIAL NODE, REALIGNING THE EXISTING HIGH -
DENSITY RESIDENTIAL DESIGNATION, AND EXTENDING THE URBAN
RESIDENTIAL DESIGNATION ON APPROXIMATELY 91.8 ACRES OF PROPERTY AS
SHOWN ON EXHIBIT A.
WHEREAS, pursuant to MCA 76-1-601 the Kalispell Growth Policy —Plan It 2035 was adopted
by the Kalispell City Council on July 3, 2017; and
WHEREAS, Spartan Holdings, LLC and Whispering Trails, LLC are requesting an amendment to
the Kalispell Growth Policy Future Land Use Map on approximately 91.8 acres
located at the northwest corner of the intersection of Old Reserve Drive and
Stillwater Road and as further described on Exhibit A; and
WHEREAS, the property can be more particularly described as 91.8 acres located at the northwest
corner of Old Reserve Drive and Stillwater Road, and includes property located at
1053 Stillwater Road, in Flathead County, Montana; and
WHEREAS, on June 10, 2025, the Kalispell City Planning Commission held a duly noticed public
hearing on the request in which it received public comments and reviewed Kalispell
Planning Department report #KGPA-25-01 that evaluated the proposal based upon
the goals and objectives of the Growth Policy and current circumstances in the
planning jurisdiction; and
WHEREAS, at the conclusion of the public hearing and after consideration of the proposed
amendment, the Kalispell City Planning Commission adopted report #KGPA-25-01
as findings of fact and recommended approval of the proposed Growth Policy
amendment; and
WHEREAS, on July 7, 2025 the Kalispell City Council responded to the Planning Commission
recommendation by passing Resolution 6264, a Resolution of Intention to Adopt,
Revise or Reject a Proposed Amendment to the Kalispell Growth Policy — Plan It
2035 and called for a public hearing to be held on July 21, 2025; and
WHEREAS, on July 21, 2025 the Kalispell City Council, after due and proper notice, held a
public hearing on Spartan Holdings and Whispering Trails' request and received oral
and written public comments regarding the application and the Kalispell Planning
Department report #KGPA-25-01; and
WHEREAS, the Kalispell City Council finds that it is in the best interest of the City to amend the
Future Land Use Map by creating a neighborhood commercial node, realigning the
existing high -density residential designation, and extending the Urban Residential
designation on approximately 91.8 acres of property as shown on Exhibit A, and
revise the recommendations of the City Planning Commission by adopting as its
findings the following:
WHEREAS, in all other respects, not inconsistent with the above, the Council adopts the Kalispell
Planning Department report #KGPA-25-01 as its findings of fact, and further finds
that it is in the best interests of the City to adopt said revised amendment to the
Kalispell Growth Policy — Plan It 2035 consisting of creating a neighborhood
commercial node, realigning the existing high -density residential designation, and
extending the Urban Residential designation on approximately 91.8 acres of
property.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
KALISPELL, AS FOLLOWS:
SECTION 1. That pursuant to Section 76-1-604, MCA, the Kalispell City Council hereby
adopts a revised amendment to the Kalispell Growth Policy — Plan It 2035
Future Land Use Map by creating a neighborhood commercial node,
realigning the existing high -density residential designation, and extending the
Urban Residential designation on approximately 91.8 acres of property, as
further described on Exhibit A and as described in Kalispell Planning
Department report #KGPA-25-01 attached hereto and incorporated fully
herein by this reference, and as revised as follows:
SECTION 2. This Resolution shall become effective immediately upon its passage by the
City Council.

THE CITY OF KALISPELL, THIS 4TH DAY OF AUGUST, 2025.
