November 5, 1985 PARKS ADVISORY COMMITTEE 7:30 P.M.
Chairman Manning, DPW Hammer, Parks Director Drent, Councilman Nystul,
Swede Sagen, Jim Rehbein and G.L. "Andy" Anderson of United Veterans, Lillian
Topp of Girl's Softball, Pat Gyrion of the Kalispell Ski Club, Lee Smith and
Larry Schulz of the Lakers, Phil Dahl of Babe Ruth, Marvin Combs of the Golf
Association, and Roger Hopkins of the Daily Interlake were in attendance.
BEGG PARK/GRIFFIN FIELD - Parks Director Drent explained the original
plan for Begg Park and then explained that when Mr. Begg donated the property
the City agreed to provide access to the subdivision. It was felt that re-routing
the creek would provide much more useable space. He provided a drawing showing
the American Legion field and a Babe Ruth field, a detension pond for storm
drainage, and area to be developed for a park. DPW Hammer stated that all
the necessary permits for changing the stream had been obtained and the work
was progressing. The question put to the Advisory Committee was whether to
go with two fields or use the space for the second field for soccer and other
things. The following is a sampling of comments on the issue:
Phil Dahl - pointed out that 2 fields is the best and that is what this
committee was working toward from the beginning. He also pointed
out that a ball field can be used for many things when it is not
being used for baseball (Linderman used Griffin Field for football
this fall.)
Larry Schulz - He agreed and feels that soccer use and other uses should
be planned in conjunction right from the beginning.
C. Manning - Perhaps the Teen Center is a good idea for this park. The
—i police are for it.
P. Drent - pointed out that a regular building would not be allowed here
because it is in the flood plain.
There was discussion of the amount of parking and whether it would be
enough for tournaments. Extra parking available across the street
at the W.W.T.P. and along Airport Road. Carver's office said the
drawing provided for 220 parking spaces. Road will be about 4'
higher than the park and 30' wide.
Leveling - everything south of the road would be leveled to 1%. 20,000
yards needed to level, and that is available on site with about
6,000 yards of excess fill beyond that.
Fence along the creek was questioned. P. Drent explained that putting
up a fence was just an invitation to kids to climb and therefore
more dangerous than no fence. Permission has been granted to make
the present steep bank into a gradual slope.
Time factors - this depends on the weather. The stream bed change must
be completed by December 1. Probably the most that will be done
this fall is the grading.
Facilities needed - Tournaments require shower, lockerooms, etc. all
on site.

Improvement costs -
DPW Hammer and P. Drent are to get the cost estimates
together so that
they
can be presented to Council. DPW Hammer said
he would like
to see an amount set aside for the park side.

Marvin Combs of the Golf Association offered a section of sod from the
Golf Course where they are making a lake next spring. The Golf
Course has a sod cutting machine and Mr. Combs indicated he could
get people to lay the sod. Parents help could also be used.
Lights - The lights presently at use at Griffin Field are not adequate.
Could possibly be used for soccer. M. Combs said he had 9 large
sodium vapor lights, the newest thing for baseball and driving ranges,
that he is not going to be able to use. These will be looked at.
Billboards - No problem if done ascetically, hung on chain link fence.
The Staff is to make up a list of items needed and prioritize the list
for funding, early spring bidding, etc. DPW Hammer to talk to Gary Rose of
the School District about possible school use and what they would need. He
is also to check with the Teen Center people and other groups for possible
uses and needs. The Advisory Committee was in agreement that two ball fields
would be the best use of the space.
DEPOT PARK - Parks Director Drent showed two new proposals for the design
of the park, and new design for the Veteran's monument. He recommended waiting
on the sidewalk through the middle of the park until it could be determined
where people were going to walk, and using natural materials if one was put
in at a later date. The Committee felt that the design with the Veteran's.
monument close to the Chamber Building was best. They did request that the
monument be moved west a little farther away from the building. The Veteran's
were in agreement with this.
The Veteran's questioned whether any of the BN grant money would be avail-
able to help with the monument, and C. Manning asked them to provide in writing
what they need so that it can be considered. They have a bid coming i-1 this
week and will provide that information. DPW Hammer indicated that there is
the possibility of some tax increment funds being available for work on the
park also.
