Ordinance 1938 — Second Reading_ - Anderson Ranch Zoning_ and Planned Unit Development 0 a This item considers zoning of R-3, Residential for 11.7 acres on Demersville Road with a PUD amendment for 166 residential lots on 42.5 acres. 4. Ordinance 1939 — Second Reading — Corwin Motors Expansion Zoning a This item considers zoning of B-2, General Business for property at 2585 and 2577 US Highway 93 North containing 7.183 acres. PUBLIC COMMENT Mayor Johnson opened public comment. 00:03 :47 Gracie Stozsdill, Public Comment Page 2 of 6 Kalispell City Council Minutes, July 21, 2025 Stogsdill of Whitefish spoke regarding the public comment she made at the July 7, 2025, council meeting related to her negative views on mail ballots and the subsequent related comments made by Council during the reports section of the meeting. She reported on news articles she has read related to fraud in mail ballots. She then spoke regarding her negative views related to voter turnout, and the voter process and her negative views on the related communications provided by the city of Kalispell. 00:12:13 Ron Albrecht, Public Comment Albrecht spoke regarding weeds in yards and unkept homes and asked Council to pass an Ordinance related to enforcement of weed control. He then talked about speeding on Meridian and his view that speeding is out of control. He complained about his sidewalk and other sidewalks buckling. He spoke regarding his view that there are not enough Police Officers, the lack of good wages for Officers and his view that city employees do not deserve raises. He then spoke regarding snow being pushed on the sidewalk from the street. He spoke regarding seeing homeless people. He spoke further on his general views related to housing costs, wages, speeding, and how he believes issues can be addressed prior to further growth. 00:20:15 Kyle TVoiktlander, Public Comment Voigtlander spoke regarding running for Council in ward 3. He talked about a master plan related to housing. He referred to public comment received and said he agreed with a previous speaker and said he is also opposed to mail ballots saying why he believes that way. He spoke to his belief that there is a problem with speeding and safety and his views related to housing, expansion, infrastructure, traffic, and the cost of opening a business in Kalispell. He spoke to his views related to city standards. He talked about his view that a program should be created related to invasive weeds. He spoke to his view that the city website is difficult to navigate and thinks further information should be posted. 00:34:52 Mafia Stumess, Public Comment Sturgess said she was providing public notice to council regarding the United States Constitution rules related to civil procedures, and other rules of the Supreme Court. She spoke in detail regarding her views about state laws and the constitution. She spoke in detail why she believes State of Montana laws are not in accordance with the United States Constitution. She asked council to look into her assertions. She provided a written statement from Tanawah Downing. 00:39:06 Carson Russell, Public Comment Russell urged council to take a look at the 5m amendment of the Constitution and stated in detail why he believes the amendment is not being withheld by city agents or the agents of the state of Montana. 00:41:40 Seeing no further comments, Mayor Johnson closed public comment. H. PUBLIC HEARING The Reserve at Johnson Ranch Growth Policy Amendment � a Council will accept comments on Councils intent to adopt, revise or reject a proposed amendment to the Kalispell Growth Policy to create a neighborhood business and high -density residential node at the northwest corner of Old Reserve Page 3 of 6 Kalispell City Council Minutes, July 21, 2025 Drive and Stillwater Road and property located at 1053 Stillwater Road. Mayor Johnson opened the public hearing and related public comment. Claire, Public Comment Claire of West Valley spoke in opposition to this item referencing speeding, officer salaries, and auto and pedestrian accidents in the area. She spoke to her views that congestion should not be added to this area and then spoke regarding people having to leave the area because they cannot afford to live here. She talked in detail about racing and speeding and related safety issues and her negative views related to growth. She then asked Council to build housing for the homeless. She spoke to her views that the public should be better informed about upcoming decisions. She talked further about safety issues in the City and County. 00:50:16 George Waters, Public Comment Waters of Harvest View Lane spoke to his view that Stillwater should not have commercial spaces and small shops on Stillwater, speaking regarding the size of the road, gravel truck traffic, his concerns related to safety and speeding, and concerns about the loss of views. 00:52:50 Bob White, Public Comment White of Farm to Market Road spoke regarding being a long-time resident and growing up on Stillwater Road. He spoke to his views that people should be allowed to pursue the value of their property and is not opposed to high density development. He spoke about his views related to safety issues in the area of this project, lack of planning between the City and the County, and his belief that the road infrastructure would not support the project. He talked regarding impacts to schools and emergency services, and lack of impact fees to pay 00:57:18 Kyle TVoiktlander, Public Comment Voigtlander spoke in opposition to this project and referenced his opposition to the Tronstad project. He spoke in detail regarding his views on other subdivisions that have been approved. He talked about gravel truck traffic on Four Mile and his view that this area is not appropriate for housing and housing should be paused. He spoke regarding the noise of truck traffic and spoke in detail about his concerns related to safety and road infrastructure. He talked about impacts to West Valley School, and emergency services. He spoke to his views related to low-income housing, and the housing market. He spoke to his beliefs related to housing developments. 01:11:37 Seeing no further comments, Mayor Johnson closed public comment. L REPORTS, RECOMMENDATIONS, AND COUNCIL ACTION None. J. CITY MANAGER, COUNCIL, AND MAYOR REPORTS (No Action) Acting City Manager Susie Turner said City Manager Russell will be returning Wednesday. The next work session includes discussion about a request from the Northwest Montana History Museum to gain ownership of the Central School property they occupy and discussion on the possible renaming of Kidsports. Page 4 of 6 Kalispell City Council Minutes, July 21, 2025 01:12:14 Council Member Daoud explained that City Council members make $5,000 per year pre-tax. Council Member Daoud then talked about the advantages of shopping at local businesses versus box stores and how local businesses do much more for the community economically. 01:13:44 Council Member Graham explained that people can still drop off their ballots in person at the County Elections office. He then asked what the process is related to meeting notices to the public. 01:14:41 Development Services Director Jarod Nygren explained the noticing that is provided to the public. 01:15:32 Council Member Graham talked further about noticing provided by the city. He further explained that the public can sign up for email notifications for meetings through the City Clerk (or Kalispell.com/NotifyMe). 01:16:41 Development Services Director Nygren explained that in regard to the Land Use Plan process the public can visit EngageKali spell. com, which has extensive information and notices. That link is also located on the Development Services webpages. 01:16:17 Council Member Graham explained 10 work sessions have been had regarding the Land Use Plan update with the l lm work session upcoming. He explained that Montana Senate Bill 382, once implemented, will exclude public meetings for individual subdivisions. 01:17:44 Council Member Graham explained that Police Officers do get raises, but it has been 22 years since the Council has had a raise and explained that subdivisions are not passed based on tax revenue.
