AE2S Task OrderKALISPELL MEMORANDUM To: Doug Russell — City Manager From: Keith Haskins, PE — Deputy Director Public Works Re: Lift Station 36 Professional Services Meeting Date: 8/4/2025 BACKGROUND: The City of Kalispell brought Lift Station 36 online in 2008, which is located just north of the Stillwater River on US Highway 93, west of the highway. At the time of the original construction, the design peak pump rate was determined to be 510 gallons per minute for Silverbrook and other proposed upstream developments. The lift station is nearing capacity as development continues to expand in the service area. The upgrade to Lift Station 36 will include approximately 700 feet of new 10-inch force main. The new lift station will be a 1,100 gallon per minute triplex system utilizing self -priming pumps, in a free-standing structure per the City of Kalispell Standards for Design and Construction. City engineering staff completed the civil design for the project, but solicited for additional professional services to cover structural, electrical and mechanical design components for the lift station in March of 2024. Four statements of qualifications were reviewed from AE2S, HDR, RPA, and TD&H. A four -person selection committee was convened to review and score the statements of qualifications. Ultimately, AE2S was selected and proposed services were negotiated for a Task Order No. 1 to carry the project through design, at $53,329. Following the city's policies specified for professional services in the City's Procurement Manual, the contract and Task Order No. 1 were executed by the City Manager on June 3, 2024. Public Works staff originally anticipated completing the construction inspection engineering services in-house for the project. With a vacancy in the department and resources assigned to different projects, we are looking at contracting for construction engineering. Since AE2S participated in design efforts they are the most qualified firm to support construction oversite for the project. A second Task Order was requested to provide construction engineering services throughout the anticipated 6-month build. The cost of these additional services were negotiated to $144,332.00, which requires Council approval. REQUESTED ACTION: Motion to approve Task Order No. 2 for AE2S to provide professional construction engineering services for the Lift Station 36 Replacement project at a cost not to exceed $144,332. FISCAL EFFECTS: Adequate funds have been allocated for the Lift Station 36 Replacement project in Sewer Fund Budget Line Item 95310-454-430630-961 and Sewer Impact Fee Line Item 95311-454-430635-961.
