ROLL CALL Mayor - Mark Johnson: Present Council Member - Kari Gabriel: Present Council Member - Sandy Carlson: Present Council Member - Sam Nunnally: Present Council Chair - Chad Graham: Absent Council Member - Jed Fisher: Absent Council Member - Sid Daoud: Present Council Member - Jessica Dahlman: Absent Council Member - Rvan Hunter: Present Staff present included Acting City Manager Jarod Nygren, City Clerk Aimee Brunckhorst, and Fire Chief Jay Hagen, with guest Juanita Nelson, Emergency Management Planner for Flathead County Office of Emergency Services. DISCUSSION Western Montana Regional Hazard Mitivation Plan E a 00:00:12 Acting City Manager Jarod Nygren provided a brief overview of previous discussion on this item. 00:01:00 Council Member Daoud asked about the timing of passage of the plan. 00:01:20 Juanita Nelson, Emergency Management Planner for Flathead County Office of Emergency Services explained the plan will need to be adopted before November or the annex will need to go through a revision if the city wants to join at a later date and then the three other jurisdictions will need to re -adopt the plan. 00:01:48 Council Member Nunnally confirmed what would happen if the city does not adopt this plan. Page 1 of 3 Kalispell City Council Agenda, June 9, 2025 00:02:37 Council Member Hunter asked about accuracy issues. 00:02:48 Juanita Nelson explained that the data is three to four years old, and she has noticed some data is missing. She will press the contractor to update data that was provided but is missing. 00:03:44 Council Member Hunter asked for more details about Summit Drive on page E93. 00:04:25 Nelson spoke about that project that was part of a work session. Council Member Hunter asked that the accuracy of that information be checked. 00:05:19 Council Member Hunter asked about data on E93 and E94 and responsibilities listed related to Evergreen Drive and Four Mile. 00:06:21 Nelson explained she could add Flathead County to that area. 00:06:57 Director Nygren explained that the city owns that Four Mile section. 00:08:15 Mayor Johnson asked Council if they had issues with the plan that would prevent adoption other than corrections, and typos. 00:08:41 Council Member Daoud provided discussion about areas of concern related to automatic action without coordination by the state. 00:09:21 Mayor Johnson provided discussion about the importance of sitting with the other municipalities and the County Commissioners on items like this plan. He talked about getting complaints regarding the lack of regional planning. 00:10:58 Council discussed the importance of meeting with other area commissioners, and mayors. 00:12:44 Planner Nelson explained she would be happy to facilitate a meeting with the local jurisdictions prior to the large regional meeting. 00:13:13 Nelson explained that the State Department of Emergency Services will have an annual review and update of the plan during office hours and Nelson invited others to join that meeting though she does not know when that will occur. 00:13:45 Planner Nelson explained that the regional plan process update occurs in early spring 2028 for adoption 2029. 00:14:00 Council Member Hunter talked about emergency coordination with the County and managing the pandemic and how much that experience informed this document. 00:14:32 Planner Nelson explained why the regional hazard mitigation plans were begun and how those meetings were coordinated. Page 2 of 3 Kalispell City Council Agenda, June 9, 2025 00:16:48 Acting City Manager Nygren spoke to extensive coordination that happened with the Dayton fire. 00:17:13 County Planner Nelson explained there is a lot of fire coordination between the emergency managers, their partners and other counties. 00:18:21 Acting Manager Nygren explained it may take some time to get edits done and edits found can be forwarded to him. D. PUBLIC COMMENT Mayor Johnson opened public comment. Seeing no further comments, Mayor Johnson closed public comment. E. CITY MANAGER, COUNCIL, AND MAYOR REPORTS 00:19:08 Council Member Nunnally talked about the importance of regional planning. F.
