1. Parks and Recreation
Park field staff have successfully completed the annual flower
planting, with 4,300 flowers being planted in the formal garden at
Woodland Park. Hanging baskets have been installed along the
Parkline Trail, the Public Safety building, and Depot Park have had
their annual beds planted as well.
Broadleaf weed control has been finished in both Lawrence and
Woodland Parks. At Woodland Water Park, slide pumps were
removed for maintenance, repaired with new motors, and reinstalled.
KYAC staff have been actively preparing for summer tournaments at the sports complex,
most recently hosting the Smash Softball tournament. With a brief pause before the next
major event, staff will now focus on irrigation system repairs, sprinkler head
replacements, and then will begin overseeding the soccer fields to maintain healthy turf.
A forestry contractor is currently working along 7th Avenue West, while City crews are
pruning along 10th Avenue West, beginning the second pruning cycle for downtown’s
large trees. Given the warmer-than-average temperatures, Forestry staff have also started
watering young trees (planted within the last five years) as part of our seasonal care
program.
Aquatics staff have been preparing the Woodland Waterpark for the upcoming season
with improvements and seasonal maintenance performed for the facility. The hiring of
seasonal lifeguards, however, has been challenging. We have held two lifeguard courses,
which unfortunately, did not yield the required pool of lifeguards needed for the season.
We need to start the season with 20-25 lifeguards to operate the pool on our typical
schedule. We currently have 10. We will start the season with a condensed operating
schedule and will modify it once we are able to recruit more lifeguards.
The summer concert series kicks off on Wednesday July 9, this year. Marketing and
promotion of the events will be launched on June 18.
The Harry Potter camp is almost full with 19 of 20 spots filled. A new program, STEAM

camp, has 14 of 20 spots filled. Staff training at Woodland Camp Center occurred the
week of June 9. Beautification projects continue at the Camp Center with a colorful string
installation, bright picnic tables, and various cleanup projects to provide a safe, fun, and
engaging environment for campers.
Summer sport programs begin with the Summer Youth Tennis program. This is a partner
program with Logan Health Fitness Center and their tennis pro, Brad Knudson and his
USTA trained staff. This is a great program for all ages 5-12 years old to get out and
learn new skills in a fun environment. The lessons will run Tuesdays and Thursdays until
June 26. Registration for session 2 of summer youth tennis is open until June 29, at
midnight.
Registration for Skateboard camp continues to fill up with 20/25 participants registered.
Registration for lesson 1 closes on June 16, at midnight.
3v3 youth outdoor basketball games will begin next Tuesday evening for our 15 teams at
Thompson Memorial Park.
2. Building Department
3rd St E Road Reconstruction Project
Construction is underway on the
3rd Street East Reconstruction
Project. The scope of work
includes the removal, regrading,
and full reconstruction of 3rd
Street East, along with the
installation of improved storm
drainage infrastructure. The
project also includes curb,
boulevard, and sidewalk removal
and replacement. Work began on
Monday, June 2, and is progressing eastward from the intersection of 1st Avenue East
toward 3rd Avenue East. 3rd Street East is closed to through traffic between 1st and 3rd
Avenues East for the duration of the project. The project is expected to take
approximately two months to complete, weather permitting.
Fermenter Rehabilitation Project
Construction is currently underway on the Fermenter
Rehabilitation Project. The fermenter plays a vital role in the
treatment process by producing supernatant—a liquid by-
product rich in volatile fatty acids (VFAs). These VFAs are
essential for enhanced biological phosphorus removal, making
the fermenter a critical component in achieving low effluent
phosphorus levels.
The scope of this project includes the rehabilitation of both

interior and exterior components of the fermenter, as well as repairs and coating of the
concrete structure. Construction began in the first week of June and is expected to take
approximately six months to complete, weather permitting.
This rehabilitation effort is key to maintaining reliable and effective treatment plant
performance and ensuring ongoing regulatory compliance.
3. Planning Department
The Planning Commission held a public hearing on June 10 and took public comments on
the agenda items listed below:
1. File #KA-25-01; KGPA-25-01; KPUD-25-01; and KPP-25-01 – Spartan
Holdings, LLC, and Whispering Trails, LLC, have submitted applications for The
Reserve at Johnson Ranch, including requests for (a) annexation; (b) a growth
policy amendment to create a neighborhood business and high density residential
node at the northwest corner of the intersection of Old Reserve Drive and
Stillwater Road along with amending an additional portion along the north side of
Stillwater Road from Suburban Residential to Urban Residential; (c) initial zoning
of R-3 (Residential), RA-1 (Residential Apartment), and B-1 (Neighborhood
Business) with a Planned Unit Development overlay; and (d) preliminary plat
approval for 186 single-family residential lots, two multi-family lots (one
containing 237 units and one with an unspecified number of units), and one
commercial lot on approximately 91.8 acres, including lots, roads, and common
areas. The property is located at the northwest corner of Old Reserve Drive and
Stillwater Road, and includes property located at 1053 Stillwater Road.
2. File #KA-25-03; KPUD-25-02; and KPP-25-02 – Colton Behr, has submitted
applications for Anderson Ranch, including requests for annexation, initial zoning
of R-3 (Residential) with a Planned Unit Development (“PUD”) overlay and
preliminary plat approval for 166 residential lots on approximately 42.5 acres,
including lots, roads, and common areas. The majority of the subject property was
previously annexed and this petition would annex the remaining 11.7 acres of the
tract. The PUD is an amendment of the overall Gardner-Anderson Ranch PUD
approved in 2024, which consisted of 94.4 acres with light-industrial/commercial
and residential components. This PUD amendment covers the residential
component in the eastern portion of the overall PUD. The property is located on
Demersville Road to the west of Bar H Drive.
3. File #KCU-25-03 – Tuyen Tran, on behalf of 214 Main Kalispell LLC, has
submitted an application for a Conditional Use Permit to allow for the operation
of an accessory casino at 214 South Main Street. The proposal involves reusing an
existing 21,600 square foot building, formerly used as offices, within the B-4
Central Business zoning district. No exterior expansion is proposed.
4. File #KA-25-04 – Corwin Brothers Properties, LLC, has submitted a request for
annexation and initial zoning for two parcels located at 2585 and 2577 US

Highway 93 North, totaling 7.183 acres. The property is currently located in
Flathead County and proposed for B-2 General Business zoning upon annexation.
The subject site is north of the existing Corwin Motors dealership and south of the
Stillwater River Bridge.
The Planning Commission recommended approval of each of the agenda items, which
will be considered by the Council at their July 7 meeting.
The Planning Commission also held a work session on the following item:
1. Staff presented an update on public outreach and public comments submitted to
date for the land use plan update. Additionally, staff presented housing strategies
required by the Montana Land Use Planning Act, outlining potential preferred and
not preferred housing strategies.
4. Building Department
In the last 2 weeks we have issued permits for 2 single-family homes. This brings us to a
total of 50 single-family/duplex and townhouse units for the year compared to 72 at this
time last year. There have been 32 multi-family housing units issued so far this year
compared to 24 at this time last year.
There were a total of 266 combined building and/or fire inspections completed in the last
2 weeks.

• The Kalispell Fire Department has received the American Heart Association’s
Mission: Lifeline® EMS Silver Achievement Award, recognizing our commitment

to providing rapid, evidence-based care for heart attack and stroke patients. This
award underscores the life-saving impact of our EMS personnel and highlights
our strong coordination with area hospitals.
• Assistant Chief Jess Kinzer will retire on June 27.
