A. CALL TO ORDER Council President Chad Graham called the meeting to order at 7:00 p.m. B. Police and Fire Impact Fees 00:25:19 City Manager Doug Russell provided the staff report. 00:28:02 Council Member Daoud provided discussion regarding previous volunteer service on the Impact Fee Committee, and asked questions. City Manager Russell answered questions about the discussion at the Impact Fee Committee level. City Manager Russell answered questions and provided discussion about impact fees. Council Member Daoud provided discussion about impact fees. 00:32:15 Council Member Hunter asked questions about qualifications for impact fee spending and questions about other funding options. D. PUBLIC COMMENT Council President Graham opened public comment. 00:43:35 Arthur Fretheim, Public Comment Mr. Fretheim of 9th Street East is on the Impact Fee Committee and provided discussion related to the difference in the ratio and rate of impact fees between housing and businesses. He talked about the decisions made previously by Council not to adopt the full recommendation when fire and police impact fees were adjusted. He provided reasoning why he feels the ratios should be adjusted proportionally between housing and business. 00:48:06 City Manager Russell provided discussion related to the public comment received related to proportions and ratios. 00:49:20 Dale Bo1z, Public Comment Bolz spoke regarding the parking lot on I 8th Street and his observations over the past 8 weeks. He talked regarding the wording he believes the signage should have. Bolz spoke regarding behaviors he had seen at the lot and adjacent street. He talked further about the discussion Council had on this matter. He spoke regarding reporting violations in the lot. He thanked the Council and staff for their assistance on this matter. 00:59:55 Fran Tabor, Public Comment Tabor of 3 d Street West spoke regarding the parking lot issue and her views why adding surveillance cameras to the parking lot area would be beneficial. She then spoke regarding the high cost of development and said impact fees do make a difference and future tax income on properties should be considered. Seeing no further comments, Council President Graham closed public comment. CITY MANAGER, COUNCIL, AND MAYOR REPORTS City Manager Russell provided the following staff report: • May 19, council meeting will include a public hearing for the Main Street Safety Action Plan Concept Design and grant application. • City offices are closed on May 26 for Memorial Day. Impact fees will be on the June 2, meeting and June 9 is the hazard mitigation plan. 01:03:22 Council Member Gabriel said the family, community and first responders have been heavy on her heart related to the homicides committed over the weekend. F.
