H. PUBLIC HEARING — Police and Fire Impact Fees
Council will accept public comments regarding Council's intent to consider a proposed
increase to the police and fire impact fees.

1) Resolution 6257 — Intent to Hold General Municipal Election
This resolution considers calling for a general election for November 4, 2025, for the open
Kalispell Mayor, City Council and Municipal Court Judge positions.

2) Creation of Special Improvement Districts for Morning Star and Green Acres
These resolutions consider creation of SID's for the purpose of undertaking water and
sewer improvements in these communities.
a. Resolution 6258 — SID 346 - Morning Star Sewer
b. Resolution 6259 —SID 347 - Mornina Star Water
c. Resolution 6260 — SID 348 — Green Acres Sewer
3) Motion to Authorize Limited Expenditure of Funds within the Fiscal Year 2026
PreliminaLy Budget & Call for a Public Hearing
This item considers authorizing limited funds from this budget and calling for a public
hearing on July 7, 2025.
4) Resolution 6261 — Non -Union Employee Salaly Adjustment
This resolution considers adopting an updated 20-step pay matrix and an annual step
increase for eligible employees.

ADMINISTRATIVE CODE — Section 2-20 Manner of Addressin2 Council
a. Each person not a Council member shall address the Council at the time designated in the
agenda or as directed by the Council, by stepping to the podium or microphone, giving
that person's name and address in an audible tone of voice for the record, and unless
further time is granted by the Council, shall limit the address to the Council to three
minutes.
b. All remarks shall be addressed to the Council as a body and not to any member of the
Council or staff.
No person, other than the Council and the person having the floor, shall be permitted to
enter into any discussion either directly or through a member of the Council, without the
permission of the presiding officer.
d. No question shall be asked of individuals except through the Presiding Officer.
