PUBLIC COMMENT Mayor Johnson opened general public comment. 00:06:58 Cameron Dexter, Public Comment Dexter with Citizens for a Better Flathead asked to be informed as soon as possible about the Page 2 of 12 Kalispell City Council Minutes, May 19, 2025 process for the UAA evaluations next steps for Ashley Creek. She also asked for an explanation of what staff will be discussing at the WMCC Meeting on May 28, and whether that meeting is part of the outreach and asked for a schedule of related outreach. 00:07:51 Kyle Voiktlander, Public Comment Voigtlander said he is not in favor of increased enforcement of downtown on Friday nights though he believes many teenagers drive recklessly throughout town on Friday nights. He is opposed to increased enforcement as he received a ticket on Friday evening for not using a turn signal and feels that it was an abuse of power. He believes that increased enforcement pushes people farther away from Main Street and should be spread out. He talked about his view that the bypass is not safe as vehicles race and rev their engines all night long. He spoke regarding people speeding on 4h and wants more to be done regarding reckless driving. 00: 13:26 Jordan, Public Comment Jordan of Whitefish Stage spoke regarding seeing homelessness in Kalispell and asked what is being done about it. He spoke about homelessness all over America and feels that politicians should fix the homelessness issues. PUBLIC HEARING — Main Street Concept Design UA <--j Council will take comments on the Kalispell Main Street Concept Design Memorandum and whether to direct staff to submit an application to the U.S. Department of Transportation Safe Streets and Roads for All Implementation Grant Program. 00: 15:58 Director of Development Services Jarod Nygren provided a report on this item and explained the full presentation is available to watch on the City website from the April 28, 2025, Council meeting. 00:27:28 Public Comment Mayor Johnson opened public comment. 00:27:39 Ramona Vincent, Public Comment Vincent spoke regarding being born and raised in Kalispell and living downtown near the Parkline Trail. She talked about concerns with changes that have been brought about in Kalispell including increased trash along the Parkline Trail she believes are left by vagrants, and an increase in criminal activity around her apartment complex. She spoke regarding speeding around town and people in crosswalks not being respected. She does not believe the Main Street design makes sense and does not like the idea of allowing restaurants to use sidewalks due to alcohol and said she does not attend art walks because alcohol is served. She spoke further regarding sidewalk snow removal concerns. She asked that Council keep Kalispell safe for all and family friendly. Page 3 of 12 Kalispell City Council Minutes, May 19, 2025 00:30:43 Marshall Noice, Public Comment Noice, a business owner on Main Street said his family has owned businesses and property on Main Street since 1968. He said he is in favor of the Main Street Safety Action Plan and believes moving traffic as quickly as possible from Flathead Lake to Whitefish is not the best and highest use of historic Main Street. He urged Council to apply for the grant, believing the changes would be good for everyone. He spoke regarding the safety and pedestrian aspects and how good it would be for the people of Kalispell and the businesses. 00:32:13 Richard Cordell, Public Comment Cordell of 2 nd Avenue West said he is a Kalispell native and is not in favor of the Main Street concept design. He spoke regarding driving the speed limit but seeing people driving way over the speed limit everywhere he goes. He asked that speeders be slowed down, and distracted and reckless drivers ticketed. He talked about the extreme noise from vehicles and 2 nd Avenue West being used as a drag strip. 00:35:12 Biff Moseley, Public Comment Moseley, Chair of the Kalispell Chamber of Commerce and CEO of GL Solutions which employs about 100 employees on West Idaho supports the Main Street safety plan as he feels it is necessary to revitalize downtown and the city as a whole. He talked about pedestrians currently feeling exposed on Main Street with immense pavement with fast moving large trucks going right through the middle of downtown. He spoke regarding increasing vacancies and turnover among the businesses. He talked about multiple reasons why he believes downtown is the heart of the community. He encouraged Council to support the Main Street safety plan which has been thirty years in the making. He spoke regarding other issues downtown including Brownfields under the buildings and sewer and water infrastructure concerns, and how this is just one step in the right direction. He spoke about people's concerns about sidewalks and restaurants but pointed out that this plan is about making people safer and more comfortable to be on Main Street. He asked if the plan moves forward that conversations continue with downtown business owners. 00:37:37 Erika Wirtala, Public Comment Wirtala represents the Chamber of Commerce Government Affairs Committee and works for the Northwest Montana Association of Realtors and spoke regarding testifying about this subject many times in the past. She would echo the comments that Moseley had and is in support of the Council moving forward with applying for the Safe Streets grant. She feels it's important that failing infrastructure under the streets also gets a face lift to bring more vibrancy to downtown as many of the buildings cannot support residencies on the second floors due to low water pressure for fire suppression. She noted that the vacancies and for lease rate is increasing downtown, and making downtown more walkable would help that. She spoke regarding downtown activities such as the Art Walk being overcrowded and how a wider walking path would be highly utilized and make downtown safer. 00:39:43 Rob Strube, Public Comment Strube of 4h Avenue West spoke regarding he and his wife living in Montana for about ten years. They walk downtown all the time and said it is unpleasant with noise and exhaust, etc. He believes it would be great to have a more vibrant, downtown corridor and would encourage Council to move forward with the plan believing it would be absolutely fantastic. He encouraged Page 4 of 12 Kalispell City Council Minutes, May 19, 2025 everyone to check out the historical walking tour of Main Street as it is very interesting but was not pleasant to take with the current state of downtown. 00:41:39 Joseph Sappim-ton, Public Comment Sappington of 3rd Street West concurred with Strube's comments saying downtown is not a community friendly place as it is loud, and a wasteland of asphalt and concrete while its historical context could use some focus and flair. He talked about giving an identity to the community and utilizing the bypass to provide options to benefit our core while allowing easy access to other areas of the valley. 00:43:02 Fran Tabor, Public Comment Tabor of 3 rd Street West spoke regarding her previous ownership of a downtown business and her memory of when downtown was two lane and she was parking two blocks from her business so the best parking could be reserved for customers. She thought it felt claustrophobic then, and she felt it was better when the lanes were increased. She talked about some of the businesses going out of business during construction, and how currently businesses are struggling. She believes there should be better lighting and better crosswalks. She does not want to go back to two lanes believing that people would not shop downtown as much. 00:46:46 Teryn Christian, Public Comment Christian spoke regarding the death of her brother Colson Walker Christian in a motorcycle accident last July off Highway 2. She spoke regarding returning to Kalispell after living here as a child. She does not believe if this plan is put into place that people will slow down on the side streets or use the bypass or Idaho. She believes the design would back up traffic for hours at a time and build up on other streets. She spoke regarding her view that the infrastructure needs help. She does not believe people will go downtown if the design is put into place because people do not want to follow the laws. She spoke regarding people dying at high rates in auto accidents. She said the sidewalk designs look good, but there are crazy people walking around disturbing people. She talked about the importance of enforcement of laws. 00:50:45 Mike Tronstad, Public Comment Tronstad said safety is important but he believes too much traffic would be dumped on adjacent streets. He does not believe there is much downtown to go to and said the images look nice, but both lanes look full and he does not believe all that traffic could go down to 2 lanes. He talked about the comment provided about the homeless. He then spoke regarding the federal grant and his view that it shouldn't be used. He would like to see tax money go to the Samaritan House or low-income housing. 00: 54:56 Gabe Mariman, Public Comment Mariman, is owner of a residence 6 blocks off Main, owner of Bias Brewing, a member of the Kalispell Downtown Association Board, the Kalispell Business Improvement District Board, the First Interstate Advisory Board, and doing work on the Samaritan House capital campaign. Mariman spoke regarding the large size and breadth of the business at Bias Brewing and turning 20,000 pounds of Montana agricultural products into 30,000 gallons of beer. He spoke regarding paying $70,000 in impact fees and his understanding of the infrastructure costs and issues on Main Street. He referred to a 2017 study and now the Safe Streets Plan that said these problems need fixed, and the plan describes how to fix it. He would recommend everyone read the plan. Page 5 of 12 Kalispell City Council Minutes, May 19, 2025 He spoke to his view that this $25 million dollar grant is critical to the success of Kalispell as a whole. He spoke regarding the bypass becoming the main route for trucks. He spoke regarding the importance of pedestrian access from historic neighborhoods, and making the investment to our stakeholders downtown whole, and giving control of Main Street back to Kalispell. He spoke regarding the failing intersections on Main Street, the large businesses with one inch water mains downtown which makes them unsuitable for multi -uses. He spoke regarding the problems with water, sewer and wastewater infrastructure on Main Street. He spoke regarding the need to act on the plans and wisdom of the City administration and the data that understands the problems and solutions. He urged the Council to apply for the grant and try to solve these issues. 0 1: 00: 10 Cameron Dexter, Public Comment Dexter with Citizens for a Better Flathead thanked everyone involved for their work and effort. CBF recommends that green spaces be considered when implementing this plan and gave recommendations on how and why. They would also like assurance that Ashley Creek is not further impaired by this project. She spoke regarding DEQ recommendations for Ashley Creek and site -specific standards and their analysis. She said they do not believe the recommendations from DEQ are based on sound science and do not comply with the criteria set forth in the Clean Water Act. She spoke regarding impairment over the creek over time and further spoke on their views regarding Ashley Creek and why aggressive actions should be taken to improve water quality and incorporate more robust stormwater infrastructure into the plan. She provided multiple reasons why CBF supports the plan with further considerations made. 01:03:21 Ken Yachechak, Public Comment Yachechak, co-owner of Depot Park Square brought copies of the Downtown Plan from 1979, and the plans created since then. He said he is opposed to the project as proposed. He said that all the plans since 1979 have said that parking is the main issue. He provided further details related to the 1979 plan, talked about the businesses within the downtown area and explained why he feels more parking is needed downtown. He spoke in detail about his view that a parking garage should be built. He also spoke in opposition to having parades downtown saying they should be moved to the north of town. 0 1: 06:24 Kyle Voiktlander, Public Comment Voigtlander of 4h Street said the plan looks beautiful then spoke to examples of plans that he did not agree with when put into practice. He spoke to his belief that downtown could use a clean- up, needs more businesses and have problems but does not believe this plan is possible. He spoke to reasons such as snow removal, and a nearby fire station as to why he does not believe this is the right plan. He talked about trees he does not believe should be planted downtown. He talked about grant money and taxes. He then spoke about his view that additional work is not needed on the bypass other than safety measures. He talked about how he believes the plan would hurt businesses. He talked about the need for water line changes downtown and spoke to his view about how the water system should be built and managed and then talked about his view on other infrastructure problems. Voigtlander than announced he will run for City Council. 0 1: 17:40 Anna Makayla Haves, Public Comment Hayes of South Main Street spoke regarding her and her parents growing up in Kalispell. She said she is worried about potential changes to come saying she has never felt unsafe or crowded on Main Street. She believes downtown parking is more pressing and talked about her Page 6 of 12 Kalispell City Council Minutes, May 19, 2025 frustrations with getting a parking permit. She talked about other people who are frustrated with parking. She believes the plan would negatively impact traffic flow and worsen congestion and believes that her business would suffer. She asked that pedestrian safety be addressed in some other manner. 0 1: 20:43 Steve Schultz, Public Comment Schultz of Kila said why he is glad the plan does not include bike lanes. He spoke to his appreciation for the bypass and wanting the City to come up with ideas to get more people to use the bypass. He talked about his confusion related to the infrastructure problems downtown as it relates to the grant. Schultz talked about his belief that the number of accidents on Main does not constitute a problem. He talked about the bypass being harder to drive on when construction is being done. He spoke to his negative views related to how Broadway in Missoula works. He then spoke regarding snow removal issues. He is not in favor of widening sidewalks, and he does not believe widened sidewalks would increase safety and why he believes that way. He spoke to his appreciation for roundabouts and appreciating lack of medians. He spoke to questions he has related to the statistics provided during the presentation. He spoke further to his views as to why this plan should not be implemented. 01:31:15 Ray Thompson, Public Comment Thompson owner of Sykes spoke to how important his parking lot is to his business and how he believes that parking is the biggest issue for businesses on Main Street. He explained that the parking lot for Sykes was a main reason why he purchased Sykes. He talked about the importance of keeping traffic going along Main Street as slow as possible. He talked about pedestrian safety and does not believe widening sidewalks is an advantage or improves safety and would like the narrowing of the roadway taken into serious consideration. 01:35:20 Gib Thowson, Public Comment Thompson spoke regarding his architectural firm creating the 1979 Downtown Plan. He believes the parking lanes are too narrow and why he believes it's nice to go to Costco because of their wide parking spaces. He spoke regarding designing the Depot Square Building in 1979 and how the parking has made it successful. He spoke regarding the importance of parking garages but how people will always complain about where parking garages are located. He talked to problems with people parking in the Depot Square parking to walk to work. He encouraged the Council to take the grant but believes parking should be addressed at the same time. He talked about his view that the three -lane plan can work and that it looks good. He then talked about the nice pavers and sculptures installed in the Depot Square building. 0 1: 3 9:16 Katherine Beistle, Public Comment Beistle of Haywire Gulch expressed her support for applying for this grant and asked that the conversation be brought back to the question of whether or not the City should apply for the grant. She spoke regarding this being long -due and without attempting to get the grant we just move the problem out in time. Once the grant is awarded, we can work out the details. 01:40:33 Gin,-er Davis, Public Comment Davis spoke regarding growing up here and then moving back in 2023. She talked about reading four articles and stats she read in Daily Inter Lake articles and her view on how they should be interpreted. She talked about ways in which she believes the roads should be engineered to make them safer and that the City should have two parking garages and eliminate street parking, and then expand sidewalks, add bike lanes and lower the speed limit to 20. 0 1: 44:03 Nicole Schubert, Public Comment Schubert spoke to her views that there are not many people who use the downtown sidewalks and her views that more businesses should be downtown first and about parking. She talked to the lack of people shopping on Main Street and that she believes the plan would gentrify downtown. She talked about a smaller plan and her thought this plan is not a solution. 01:46:51 Linda Erinson, Public Comment Erinson said she worked downtown in 1985 and said there was no parking and the conversation about parking has been ongoing for a long time. She spoke to her dislike of parallel parking keeping her from downtown and feels this plan is missing the parking solution. 01:47:57 Dwayne Strand, Public Comment Strand of I s'Avenue NE recommended that Council progress with the grant as the plan will encourage people to come to town instead of drive through town. It will increase the use by the public and increase the businesses, thus increasing taxes to pay for other issues such as parking problems. He said taking the congestion on one road and spreading it out to three roads should decrease congestion and improve safety. 01:48:57 Fran Tabor, Public Comment Tabor of 3 rd Street West asked whether the grant is an all or nothing thing. She said she approves of the bypass and anything to make it more useful and the removal of the railroad tracks. She spoke to problems with parking, explaining why part of the parking problem is perception. She talked about the need to improve water downtown. She talked about her negative views regarding some of the street scape projects done in the past. She believes that the money that would be used to match the grant should be used for a parking garage and her views on how a parking garage should be managed. 01:52:16 Kyle Waterman, Public Comment Waterman of 2 nd Avenue East and a new shop owner downtown spoke to having similar conversations in 2017 about how to prioritize downtown and how they spoke then about the parkline project and the bypass being prioritized first so then downtown could be prioritized. He spoke to his appreciation for this grant proving the opportunity to move forward with those plans. He said this project is a generational investment in downtown and spoke regarding much needed projects downtown. He strongly encouraged Council to apply for this grant as it is an investment in our community over time. He said this is also an opportunity for businesses and other organizations and entities like the tax district to invest alongside in some of the other issues like parking. He said he met someone who had a loved one who was hit by a car on Main Street and the safety and the hot spots on our Main Street are real and the importance of making it safer to walk on Main Street. He talked about the sequencing of projects overtime and that it is now time to invest in downtown Kalispell. 01:54:45 Susanne Wun-inton, Public Comment Wigginton of 3 rd Avenue East said as the owner of property on Main Street she is strongly Page 8 of 12 Kalispell City Council Minutes, May 19, 2025 against this proposal. She talked about what attracted her to Kalispell and her feelings of safety on Main Street. She talked about issues with parking and referred to her background as a real estate agent. She said more parking is required to bring more people. She talked about how she believes small businesses would struggle to stay in business during construction and believing that property values will plummet. She talked further about the struggles of small businesses but does not believe downtown is dying. She talked about her view that many people do not use the bypass because they believe it is unsafe. She spoke to her views that the City Council does not listen to public comments. She talked about how Kalispell has changed, and the plans should no longer be taken into account. She believes safety data should have been presented for other areas of downtown for comparison. She spoke in favor of upgrading infrastructure downtown but spoke to why she does not believe in the larger project. 0 1: 5 9:44 Brady Holladay, Public Comment Holladay of Sinapah Street spoke against the plan and said he does not prefer driving on the bypass as he does not like to merge. He believes the infrastructure should be separated from the roadways. 02:00:21 Jordan, Public Comment Jordan of Whitefish Stage spoke against this plan. He said he picks up trash along the road and asked why people don't pick up trash. He talked about the idea of a mandatory trash pick up day and said we should concentrate on trash before working on other aesthetic things. 02:01:53 Troy Bun, -ay, Public Comment Bungay of Teal Drive said he is opposed to the plan and spoke to problems he believes would happen with deliveries, snow removal and other issues. He agreed with the previous speaker that Kalispell has a lot of trash. He spoke about the importance of moving traffic through Kalispell as a main thorough fare. He then spoke regarding being tired of taxes and does not see a benefit to himself. 02:05:19 Stuart Smith, Public Comment Smith of 4h Avenue West spoke regarding parking being an issue for a long time. He spoke to his belief that the plan would back up traffic and move to side streets. He spoke to how he liked the nearest side streets as a one way, and how cutting through and completing other streets would be helpful. He does not like the idea of wider sidewalks and does not see the point. 02:08:07 Alice Brotnoy, Public Comment Brotnov spoke regarding being a business owner on Main Street and how the traffic is constant. She said she uses the bypass everyday but how people who live in other areas do not and that people cannot be forced to use the bypass. She spoke to being frustrated that she walks three blocks from her business, so she doesn't have to move her car every few hours. She spoke to her frustrations with shoveling snow in front of her business and her issues with snow removal. She does not believe there are many people walking on Main Street and further reasons why she does not feel it would benefit people without additional parking. 02:12:32 Yvonne Olsen,,Pubfic Comment Page 9 of 12 Kalispell City Council Minutes, May 19, 2025 Olsen of I" Avenue West spoke in opposition to the plan and asked Council not to apply for the grant, as she does not feel the plan would address problems and she feels staff time would be better spent elsewhere. 02:13:33 Hunter Ash, Public Comment Ash of 4h Avenue EN spoke to going to open houses on the plan and following it over the past year and comparing it with other downtowns and seeing towns with wider sidewalks thriving with more businesses, people and economic activity. He spoke in favor of the plan and moving forward with the grant application and the benefit of having the federal government pay for the majority of the cost. 02:14:43 Candy Joan Slau,-hter, Public Comment Slaughter talked about being born and raised in Kalispell. She said the plan is idealistic and talked about issues with parking. She believes the parking area should be wider and that downtown is no longer safe. She spoke regarding vagrants and that she misses the old Kalispell which she believes used to be safe. She talked about the loss of businesses and feeling unsafe in parks. 02:16:50 Dennis Mim-iney, Public Comment Minginey of I s'Avenue EN believes changing the junction on the south entrance to the bypass so heading into Kalispell would be an exit would route more people onto the bypass and be a benefit. 02:17:54 Jennifer Oliver, Public Comment Oliver of North Meridian Road said she believes traffic flow would be an issue and believes that restaurants serving food on the sidewalk would lead to safety issues. She believes it is important to consider a bike path. She asked about heated sidewalks for snow removal. 02:20:09 Seeing no further public comment, Mayor Johnson closed public comment and the public hearing, informing the audience that this will be on the Council agenda for a decision on June 2 and thanked everyone for their comments. 1. CITY MANAGER, COUNCIL, AND MAYOR REPORTS (No Action) City Manager Doug Russell provided the following report: • The following items will be on the June 2 council meeting agenda: • The Main Street Design Plan grant decision • A component unit or the health department will present their budget • A Resolution of intent on impact fees with a public hearing later on. • No meeting will be held next week with the Memorial Day holiday. 02:22:07 Council Member Daoud talked about some of the things Council takes into consideration when considering items and some significant things that have been approved right along Main Street including a five -story hotel and a parking garage.
