BACKGROUND: The City of Kalispell is improving their biosolids dewatering capabilities as
part of the Advanced Wastewater Treatment Plant (AWWTP) Biosolids Dewatering Improvement
Project. The scope of the dewatering project consists of furnishing design drawings, materials,
labor, equipment, and construction support required to install and commission a new volute press,
polymer system, controls, and appurtenances.
This equipment procurement is a component of the overall Kalispell AWWTP Dewatering
Improvement Project, which is scheduled for completion in September of 2026. The project will
be delivered using a General Contractor Construction Manager (GCCM) method. The GCCM will
be contracted for preconstruction and construction services in the summer of 2025. Upon award
of the preconstruction and construction services to a contractor the equipment procurement
agreement will be reassigned to the GCCM. To maintain the aggressive project schedule,
equipment procurement is being initiated prior to GCCM selection and contract award.
EQUIPMENT PROCUREMENT RESULTS: A sole source proposal for procurement of a
volute press and polymer equipment was solicited from Process Wastewater Technologies LLC
(PWTech). The proposal was received and opened on May 23, 2025. A technical review of the
proposal, including comparison to the engineer’s estimate, is included in the attached AE2S
Technical Memorandum. The proposal and engineer’s estimate are as follows:

AE2S, the Engineer of Record, reviewed the proposal for completeness and compliance with
technical requirements. PWTech was deemed a responsive and responsible proposer, with a proven
record of supplying this type of equipment on similar projects including for the City in 2015.

FISCAL EFFECTS:
The project’s funding sources and FY 25 budget allocations are sufficient to award the
equipment proposal amounts and are described as follows:
• WWTP Fund 5310-455-430640 Line Item 930: Capital Outlay – Biosolids

• WWTP Impact Fee Fund 5311-455-430644 Line Item 930: Capital Outlay – Biosolids

ACTION REQUESTED: Motion to award the equipment procurement contract to Process
Wastewater Technologies LLC for $839,000.00.

Dear Ms. Turner:
RECOMMENDATION:
AE2S recommends that the City of Kalispell Award the contract for the Volute Press Equipment
procurement to Process Wastewater Technologies, LLC (PWTech). PWTech’s Lump Sum Bid Price for the
Kalispell AWWTP Dewatering Equipment Procurement is $839,000.. We are confident that PWTech meets
the qualifications required to supply the goods and special services requested for the AWWTP Dewatering
Improvements Project.
PWTech’s proposal included the following required bid documentation:
• Bid Security in the amount of 10% of the Bid amount.
• Evidence of authority to do business in the state of Montana.
• Acknowledgement of all addenda issued to the Bidding Documents.
• Supporting materials, including a list of project references, equipment data sheets, spare parts,
written equipment warranty, list of exceptions, and equipment lead times.
PWTech’s supporting documentation is well organized, detailed, and satisfies the request for proposal
documents. The supporting materials add value to the City’s resources, clarity to potential General
Contractors, and will be utilized to build the City’s AWWTP Operations & Maintenance manuals – which
PWTech will supply closer to project completion.
The Montana Department of Environmental Quality (MDEQ) requires compliance with the Build America,
Buy America Act (BABA) per specification section 00 90 00 for this project. Documentation of BABA
compliance was received from PWTech on December 30, 2024 and is attached.
SUMMARY OF BID:
PWTech’s proposal was received on May 23, 2025. PWTech was determined to be a responsive bidder
(meeting all requirements of the bid). A budgetary proposal was received on November 13, 2024 for the
lump sum amount of $801,000. The increase to $839,000 is to be expected given inclusion of bonding
requirements (Bid, Payment, Performance, and Warranty), a three-year equipment warranty, additional
site trips for optimization, as well as some probable inflation in materials costs..
BID EVALUATION:
PWTech’s proposal was found to be responsive and complete. Award will lead to successful equipment
installation.
