City of Kalispell Main Street Safety Action Plan- Concept Design Memo Development Services Department 201 1st Avenue East Kalispell, MT 59901 Phone: (406) 758-7940 Fax: (406) 758-7739 www.kalispell.com/planning REPORT TO: Doug Russell, City Manager FROM: Jarod Nygren, Development Services Director SUBJECT: Kalispell Main Street Safety Action Plan – Concept Design Memorandum DATE: April 28, 2025 (Work Session) BACKGROUND: In 2022, the City of Kalispell was awarded a Safe Streets and Roads for All Planning Grant (SS4ALL) from the United States Department of Transportation (USDOT). In 2024 the City developed the Main Street Safety Action Plan. The Main Street Safety Action Plan is a community-specific framework for applying the Safe System Approach to transportation corridors. The plan establishes a vision and goals for transportation safety, identifying high- crash, high-risk intersections and streets through data analysis and community input. Further, the plan develops projects and strategies to address roadway safety issues. Council adopted the Main Street Safety Action Plan via Resolution 6213 in August 2024, which was phase 1 of the planning grant. Resolution 6213 also identified Main Street and 1st Avenue East and West projects as the priority locations for safety and mobility projects (phase 2), where additional design concepts could be considered for a potential FY 25 USDOT Implementation Grant. Since adoption of the Main Street Safety Action Plan, a project management team was created to discuss various concept designs. Phase 2 has involved multiple project management team meetings and community engagement events to inform the community about the conceptual designs over the last seven months. A final concept design memorandum has been completed for the priority locations. During the work session, staff and Kittleson and Associates will present the following elements that support the final concept design: • Results of the traffic operations analysis for 2024 existing and 2045 future conditions • Environmental and hydraulic impacts of concept designs • Community engagement • Concept-level cost estimates • Policy recommendations RECOMMENDATION: It is recommended that the Kalispell City Council receive the staff presentation and direct staff as necessary.
