PUBLIC COMMENT Mayor Johnson opened public comment. 00:05:08 Dale Bok, Public Comment Bolz provided photographs to the Council. He then spoke regarding previous public comment provided in person and in writing regarding the parking lot at 1700 First Avenue West. He referred to the response he received from the City Manager and Council Member Hunter about the work session planned on the topic for May 12, 2025. He explained the photographs he brought that showed a large truck, and pictures of the parking lots he is referring to. He talked about loud vehicle burn -outs at 11:30 p.m., on Sunday night and his frustration that the Police cannot catch the drivers as they flee afterwards. He then spoke regarding other similar incidents and his subsequent conversations with police officers, and his view that the families in the nearby residents need a solution to the noise and disruption happening next to their homes. Seeing no further comments, Mayor Johnson closed public comment. REPORTS, RECOMMENDATIONS, AND COUNCIL ACTION 1) Ordinance 1935 — First Reading - Junk Vehicles &a This item considers an ordinance amending the current junk vehicle ordinance. City Manager Doug Russell provided the staff report summarizing prior council conversations on this item and the amendments proposed through this ordinance. 00:13:11 Council Member Graham asked a question about the new definition. 00:13:55 Council Member Daoud asked for a summary of how staff believes this change would better help address the issue of junk vehicles. Seeing none, he closed public comment. 00:15:39 Motion to approve the first reading of Ordinance 1935, an ordinance amending Kalispell Municipal Code Chapter 19, Offenses; Miscellaneous, by Amending Section 19- 36, Junk Vehicles on Private Property, declaring an effective date, and authorizing the City Attornev to codifv the same. CITY MANAGER, COUNCIL, AND MAYOR REPORTS (No Action) City Manager Doug Russell provided the following report: • Manager Russell spoke regarding how the government is established by the people, of the people, and is a reflection of the community. • Next week's work session: Parks and Recreation Fees, Safe Streets for All Main Street Grant Application • May 6 and 7th at 6 pm: budget work sessions • May 12 work session: Parking lot at Airport and 18th Council Member Daoud spoke regarding the importance of discussion, thought and debate on council items. 01:14:33 Council Member Hunter asked about the costs to repair the vandalism at the Lawrence Park bathrooms last year and the fresh vandalism this year. Parks and Recreation Director Chad Fincher spoke regarding repair costs. 01:16:31 Council Member Graham provided discussion about how zoning affects and protects people. He said he has noticed recently the businesses that are completing nice landscaping such as Three Rivers Bank. He spoke to his appreciation when businesses make investments like that. 01:18:06 Mayor Johnson spoke regarding crafting the budget and the importance of the State looking at their own budgets. J.
