FROM: Chad Fincher, Director of Parks & Recreation
SUBJECT: Resolution 6254, Reservation and Recreation Fees
NILEETINGDATE: May5,2025
BACKGROUND: Attached for your consideration is Resolution 6254, revising the Recreation
and Parks Fee Schedule. The last time Kalispell Parks and Recreation proposed increases in fees
to the council was for fiscal year 2023. We have recently reevaluated our program direct costs
and performed a cost analysis of our fees and revenues while looking at the overall benefits to
those we serve. Inflationary costs have impacted on our ability to provide programming at the
same price point.
A few highlights of consideration related to proposed fee adjustments include:
• School District 95 is considering a fee schedule for use of their facilities outside of their
own programming. This will affect our after -school programs, out of school camps, and
indoor sports programming. Based on their proposed fee structure, we have added this fee
into our cost analysis of programs affected by these fees.
• The after -school program is still essential to our community for working parents. This
program provides a safe, fun, and educational opportunity for kids who may otherwise be
unsupervised after school. However, wages and supplies have continued to increase.
• We continue to offer Partner Programs giving our community more offerings in diverse
programming. These fees are set in collaboration with other organizations and revenues
generated are split between the parties. Partner Programs include reduced pricing for the
community that we have negotiated and limits our related programing expenditures.
• We plan to continue offering free community events (highlighted green on the fee
schedule). We receive sponsorships to cover the direct costs of the event and often utilize
volunteers, food donations, and paid sponsorships to keep the event free. We continue to
work on developing these free community events.
• All Pool fees have been adjusted by 8%. This year we are restructuring the management
of the pool and condensing the schedule to be more efficient and providing more
opportunities for open swimming.
We also did a cost analysis on our reservation fees. To help offset inflationary maintenance
costs, we are proposing an 8% fee increase for reservations. We are also proposing restructuring
the fee structure and condensing it. This would allow us to utilize our current software to do park
reservations as well as signing up for programming online. The current fee matrix doesn't work
with our current software requiring all our park reservations to be made in person or over the
phone. Restructuring the matrix will allow most reservations to be made online, making it more
user friendly for the public.
We continue to evaluate our programs and fee schedules making sure that we are offering quality
and affordable programs that the community supports while looking to control our overall costs.
We work to broaden our programing opportunities for the community and have something for
everyone to participate in at a reasonable cost.
RECOMNILENDATION: Motion to approve resolution 6254, a resolution amending Resolution
6124, fixing park and recreation fees to be charged by the City of Kalispell Parks and Recreation
Department and declaring an effective date.
FISCAL EFFECTS: Increase in revenue through registrations and reservations.
ALTERNATIVES: As suggested and approved by City Council.
