Phil, thanks for the update on land costs at Kalispell. I would strongly
recommend that you or the City send us the appraisals, review appraisals,
sponsor certification of acquisition, attorney's title certification, copy
of warranty deeds, engineering, appraiser contracts, updated exhibit A,
cancelled warrants etc. to make sure that these are costs we can fully
reimburse (see ANM/ADO land close-out guidance). This will help ensure
there are not any surprises for the City if we are reimbursing for this
land in the future and we will also need to concur in just compensation for
the land. As a reminder, title insurance needs to be broken out as an
ineligible cost.
I also received a call from Pete Gross (sp?) Regarding the City purchasing
two of his hangars. We would not normally pay for the purchase of a
private hangar, on property owned by the airport. Our involvement would
normally be limited to the cost to relocate (physically pick up and move
building plus moving costs under uniform act) or purchase, (the lessor of
the two costs). I believe building relocation could include the cost to
meet current Local/State building codes. Normally the cost of relocation
would be less than purchase or rebuild.
Related to this, I noted that there were two transactions (appear to be
hangar relocations at $100k. & $108k), again we would reimburse for the
lessor of the cost to relocate building vs. purchase. This is in addition
to "relocation of personal property" as required by the Uniform Act and as
identified in the relocation plan by Ron Olson dated 3/14/02. To verify
building relocation costs, the City may want to solicit bids to building
movers to establish what is being requested for FAA reimbursement.
Fred, as we discussed I understand that there is a Hotel proposed for
construction adjacent to the airport. If you haven't already , any
construction proposal on or near the airport (within the reporting
guidelines spec. in 7460) need to be sent to FAA review to determine any
aeronautical effect. Since this is off airport it would be sent to our Air
Traffic office in Renton, Wa. (per the address on the attached form). We
(ADO) initiate review of any proposal on airport such as hangars etc.
