Jeff Zauner called the meeting to order at 4:00 PM
Approval of Minutes: Jeff asked if everyone had a chance to review the minutes. Brandon requested a typo for the
word sift be corrected to shift. Correction made and Jeff asked for a motion to approve the
minutes. Brandon motioned to approve minutes from July 19, 2022 and Brian seconded motion.
All voted in favor to approve.
Public Comment: None.
Agenda Items: Jeff opened meeting asking for questions on the Final Draft Police and Fire Impact Fee Reports.
Jeff mentioned the IFAC members had voted to approve the exhibits for the reports at the last
meeting, with the request additional language be added that newly annexed areas be assessed
impact fees, including existing buildings. Susie indicated the additional language was added
under Implementation and Application of Impact Fees on page 3-4, section 3.5. Susie indicated
Summary Table 3-1 was also added to the report to show the 2015 calculated fee and then what
was adopted by council, as requested by the committee at the last meeting. Discussion followed
regarding what happens and who pays for growth -related projects if the council doesn't adopt
the fully calculated fee. The IFAC members indicated they would like to be notified when the
reports go to a council work session so they would have the opportunity to be part of the
discussion. It was noted 2022 will be corrected to 2023 to the Summary Table 3-1 in the Police
report. Further discussion followed regarding the change in the call ratios, which show an
increase in commercial calls vs residential, and how this affects the fees. After no further
questions, Jeff asked for a motion to approve the Fire and Police Impact Fee Reports and
recommend them to council. Brian moved to approve, and Brandon seconded. All voted in
favor.
Moved onto the FY21 & FY22 Financial Review. Terri went through each individual impact
fees (Police, Fire, Storm, Water, Sanitary Sewer, and Wastewater) Revenues, Expenses, Cash
Balances, and Debt Summary.

Old Business: None
New Business: Next impact fee to review is Stormwater. Susie stated we had just started working with a
consultant to update the Stormwater Facility Plan. The Facility plan will generate the Capital
Improvement plan, including growth related projects which will be inputted into the next
Stormwater Impact Fee Report. The Facility plan is expected to be completed early next year.
Susie mentioned there are currently impact fee related bills being reviewed at the legislative
session that might change impact fees. If any impact fee related bills are passed the IFAC may
need to meet to review those changes.
Next meeting tentatively scheduled for early next year.
