MEETING DATE: April 21, 2025
BACKGROUND: The City advertised a request for proposals (RFP) for workers' compensation
insurance coverage, claims processing, and risk management services for the City of Kalispell.
Montana Municipal hiterlocal Authority (MMIA) our current provider, and the Marsh McLennan
Agency alongside Montana State Fund responded. A six -person committee met to review the
proposals. Finding that both agencies were responsive and responsible bidders, the committee
recommends awarding the contract to the Marsh McLennan Agency/Montana State Fund based on a
difference of $100,336 in the total estimated cost.
RECOMMENDATION: It is recommended that the Council select Marsh McLennan
Agency/Montana State Fund to provide workers' compensation insurance coverage, claims
processing, and risk management services for the City of Kalispell beginning July 1, 2025, and allow
staff to proceed with an agreement.
FISCAL EFFECTS: Workers' compensation insurance coverage is processed through payroll and
as such comes out of all funds within the City budget.
ALTERNATIVES: Deny the request and remain with MMIA.
