Grant Request DATE: April 7, 2025 BACKGROUND: NeighborWorks Montana, on behalf of Morning Star Community, hic., is requesting that the City of Kalispell serve as a host for the submittal of DNRC Nonpoint Source Grant in the amount of $100,000.00. Currently, Morning Star operates 21 septic and drain field systems that were installed in 1973 and are at the end of their useful lifetime. RECOMMENDATION: It is recommended that the Council consider and pass Resolution 6249, to authorize the submission of an application by NeighborWorks Montana to the Montana Department of Natural Resources and Conservation (DNRC) Nonpoint Source Grant for the purpose of connecting to the city's waste -water system for the purpose of building the required infrastructure to connect to City sewer for Morning Star Community, hic. ALTERNATIVES: Upon consideration of the proposal the Council may reject the resolution. FOR THE PURPOSE OF BUILDING THE REQUIRED INFRASTRUCTURE TO CONNECT TO THE CITY OF KALISPELL SEWER UTILITY. WHEREAS, the Morning Star Community, which was annexed by the City of Kalispell in 2022, is now served by 21 private septic systems installed in 1973 and nearing the end of their useful lifetimes; and WHEREAS, NeighborWorks Montana, on behalf of Morning Star Community, hic., requested that the City of Kalispell serve as host for an application to the DNRC Nonpoint Source Grant for the purpose of building the required infrastructure to connect to City sewer for Morning Star Community, Inc; and WHEREAS, the City of Kalispell has the legal authority to provide this assistance to NeighborWorks Montana on behalf of Morning Star Community, hic. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF KALISPELL AS FOLLOWS: SECTION 1. That the City of Kalispell, and NeighborWorks Montana, on behalf of Morning Star Community, hic. shall execute agreements to conform to the regulations, statutes, terms, and conditions as described in the Grant Application. SECTION 2. That the City of Kalispell authorizes NeighborWorks Montana to submit applications to the DNRC Nonpoint Source Grant on behalf of Morning Star Community, Inc. for the purpose of building the required infrastructure to connect to City sewer for Morning Star Community, Inc. and to provide such additional information as may be required. This grant opportunity aligns directly with the scope of the existing project and will be managed under the current engineering and grant administration contracts. As you are aware, the Morning Star Water and Sewer Project is a critical infrastructure initiative designed to improve water and sewer services for 41 households. If awarded, these funds will significantly reduce the financial burden on residents by assisting with the replacement of aging water and sewer systems. Importantly, this funding will help take 24 septic tanks offline, thereby improving environmental and public health outcomes in our community. As with other committed funding sources, NWMT will provide grant oversight, and WGM Group will continue to handle grant administration services to ensure compliance and effective implementation of the project. We kindly request that the Mayor and City Council review and confirm sponsorship of this application at the upcoming April 7th meeting.
