Vertical Water & Wastewater Infra Projects GCCM - RFQ - DI REQUEST FOR QUALIFICATIONS CITY OF KALISPELL KALISPELL, MT VERTICAL WATER AND WASTEWATER INFRASTRUCTURE PROJECTS General Notice The City of Kalispell (Owner or City) is requesting Statements of Qualifications (SOQs) for General Contractor Construction Manager (GCCM) roles (Respondent) for potential construction of vertical water and wastewater infrastructure projects over the next five (5) years. SOQs must be uploaded to QuestCDN by April 25, 2025, at 5:00 pm local time. After that time, Owner will no longer accept SOQs related to this request. The Respondent’s SOQ should demonstrate the ability to perform the following services: • Preconstruction services, including cost estimating, constructability reviews, and value engineering. • Construction services for complex, time-sensitive projects that meet the City’s design intent and project quality within budget. The City intends to use a two-step GCCM selection process. In Step One, SOQs will be evaluated on a pass/fail basis against established minimum qualifications. Respondents who meet all minimum qualifications will be considered prequalified and will be invited to participate in future Request for Proposals (RFP) processes, which will evaluate both qualifications and cost proposals. The first such project will be the City’s Advanced Wastewater Treatment Plant Dewatering Improvements, to be released for RFP in May of 2025. The City reserves the right to reject all SOQs not in compliance with all prescribed public bidding procedures and requirements and may reject, for good cause, all SOQs upon the finding that it is in the public interest to do so. The City reserves the right to waive all informalities if it is deemed in the best interest of the public. Owner anticipates a short list of GCCMs will be prequalified for future vertical water and wastewater infrastructure projects. GCCMs deemed qualified may receive subsequent request for proposals (RFPs) for Project preconstruction and construction services.
