02-11-25 SignedKALISPELL CITY PLANNING COMMISSION MINUTES OF REGULAR MEETING February 11, 2025 CALL TO ORDER AND ROLL The regular meeting of the Kalispell City Planning Board and Zoning Commission CALL was called to order at 6:00 p.m. Commission members present were Chad Graham, Shelby Leckron, Joshua Borgardt, Pip Burke, and Rory Young. Tim Stocklin and Doug Kauffman were absent. Jarod Nygren, PJ Sorensen, and Donnie McBath represented the Kalispell Planning Department. Keith Haskins represented the Kalispell Public Works Department. APPROVAL OF MINUTES Leckron moved and Burke seconded a motion to approve the minutes of the January 14, 2024 meeting of the Kalispell City Planning Board and Zoning Commission. VOTE BY ACCLAMATION The motion passed unanimously on a vote of acclamation. HEAR THE PUBLIC None, KA-24-10, KPUD-24-05, & KPP-24- File #KA-24-10; KPUD-24-05; and KPP-24-06 — Vista Ridge Cottages, LP, has 06 submitted applications for Vista Ridge Cottages, including requests for annexation, initial zoning of RA-1 (Residential Apartment) with a Planned Unit Development overlay and preliminary plat approval for 96 residential units (53 detached single- family and 43 attached single-family/townhouse) on approximately 15.78 acres, including lots, roads, and common areas. The property is located at 489 Two Mile Drive. STAFF REPORT PJ Sorensen representing the Kalispell Planning Department reviewed Staff Report #KA-24-10, KPUD-24-05, and KPP-24-06. Staff recommends that the Kalispell City Planning Commission adopt Staff Report #KA-24-10 as findings of fact and recommend to the Kalispell City Council that the property be annexed and the zoning for the property be city RA-1 (Residential Apartment) with a PUD overlay. Staff recommends that the Kalispell City Planning Commission adopt Staff Report #KPUD-24-05 as findings of fact and recommend to the Kalispell City Council that the Vista Ridge Cottages PUD be approved subject to the conditions listed on the staff report. Staff recommends that the Kalispell City Planning Commission adopt staff report #KPP-24-06 as findings of fact and recommend to the Kalispell City Council that the preliminary plat for Vista Ridge Cottages be approved subject to the conditions listed on the staff report. BOARD DISCUSSION Sorensen and Haskins clarified the TIS process to Leckron. Sorensen clarified to Young that the HOA would own and maintain alleys and that the city would own and maintain utilities (water & sewer). Staff discussed downstream analysis with Young. Sorensen clarified to Graham that the HOA covenants will not allow ADUs. Leckron asked Sorensen if anything related to the work session public continents regarding the north property line has changed. Sorensen advised that no changes were made. Lindsay Fisher -- 212 3 Mile Dr -- Has concerns about setbacks. Burke moved and Young seconded that the Kalispell City Planning Commission MOTION — KA-24-10 adopt Staff Report #KA-24-10 as findings of fact and recommend to the Kalispell City Council that the property be annexed and the zoning for the property be city RA- 1 (Residential Apartment) with a PUD overlay. BOARD DISCUSSION None. ROLL CALL Motion passed unanimously on a roll call vote. MOTION — KPUD-24-05 Burke moved and Borgardt seconded that the Kalispell City Planning Commission adopt Staff Report #KPUD-24-05 as findings of fact and recommend to the Kalispell City Council that the Vista Ridge Cottages PUD be approved subject to the conditions listed on the staff report. BOARD DISCUSSION Sorensen clarified setbacks to the committee. He also advised that the quantity of fill material is not yet know and that it will need to be engineered, compacted, and clean. Haskins advised that there is a condition in their standards to address downflow rates to downstream properties. Sorensen clarified floodway and floodway fringe requirements to Young. Graham stated that the runoff won't shed off to neighboring properties. Sorensen stated that the developer is looking into stormwater ponds. ROLL CALL Motion passed unanimously on a roll call vote. MOTION — KPP-24-06 Leckron moved and Young seconded that the Kalispell City Planning Commission adopt staff report #KPP-24-06 as findings of fact and recommend to the Kalispell City Council that the preliminary plat for Vista Ridge Cottages be approved subject to the conditions listed on the staff report. BOARD DISCUSSION None. ROLL CALL Motion passed unanimously on a roll call vote. OLD BUSINESS Sorensen updated the board on the February 3, 2025 city council agenda items. NEW BUSINESS Sorensen updated the board on the upcoming March 11, 2025 Planning Commission meeting and Work Session. ADJOURNMENT The meeting adjourned at approximately 6:35 PM.
