02-27-25 Site Development Review Committee MinutesSITE DEVELOPMENT REVIEW COMMITTEE SUMMARY Thursday, February 27, 2025 First Floor Conference Room 201 First Avenue East ATTENDING: Kari Barnhart, Planner II Patrick Jentz, Engineer III Fred Bicha, Assistant Parks & Recreation Director Donnie McBath, Planner II Mike Barnhart, Building Inspector Jeff Clawson, Building Official GUESTS: Ryan Kiefer, Josh Holt (Zoom), Philip Stewart (Zoom), Ryan Holt (Zoom), Clay Smith (Zoom) HEAR THE PUBLIC: None. PERFORMANCE BOND REMINDERS: None. OLD BUSINESS: Bloomstone Apartments/Clubhouse – 1070 Treeline – Bldg A/Clubhouse – Public Works is ready to approve the apartment building only. This will be on the agenda next week. Project Wolfpack – United Dr – warehouse/distribution –Public Works has an updated submittal under review and will be speaking with Fire regarding fees. Landscape comments and Public Works review comments will be sent out soon. Public Works advised that they will be sending a Stormwater permit agreement to ownership for signature. Public Works also advised that the Right of Way permit is under review and that they will be sending Clay Smith a comment response timeline. Clay advised that the letter for the landscaping maintenance is in process and that DEQ review approval is complete. The committee advised Clay that the building permit cannot be issued until all pending items are completed. This will be on the agenda next week. Montarise Landing – 570 E Swift Creek Way (Bldg 1) – Mixed Use – Public Works is working on a water easement. Planning advised that an updated site plan is forthcoming. This will be on the agenda next week. Carbon Recall – 125 Old School Dr – commercial building – No changes; the geotech report has not yet been received. This will be on the agenda next week. EX-Guard – 1000 Rail Park Dr – fabrication warehouse – Philip Stewart advised the committee that a new submittal with an updated trash enclosure was uploaded yesterday at 5PM mountain time and that they reached out to DEQ for approval status for the hydrants. Public Works emphasized to Philip the importance of obtaining DEQ approval for fire safety reasons and that it will delay the certificate of occupancy if not approved. Planning advised that the Construction Stormwater and Right of Way permits are needed. Philip will notify Planning when permits have been submitted. Building advised that the building permit is for the shell only. The committee advised Philip that the building permit cannot be issued until all pending City items are completed. This will be on the agenda next week. Brightview Suites – 150 Timberwolf Pwky – office/retail suites – Public Works advised that all comments were sent out. This will be on the agenda next week. Professional Office Bldg – 490 Cascade Loop – office suites – Public Works advised that all comments were sent out. This will be on the agenda next week. Flathead Fairgrounds Bleachers – 265 N Meridian –Ryan Kiefer advised that the sod may be replaced with gravel. Parks has this in their queue. Public Works advised that they are waiting for the reimbursable record drawing deposit. This will be on the agenda next week. Stockman Bank – 471 Rivers Edge Loop – New Bank – Public Works advised that all comments were sent out. This will be on the agenda next week. Affinity at Kalispell – 605 Stillwater – Apts/Poop Bldg/Garages – Public Works’ review is under way. Planning advised that the Architectural Review Committee approval was given on 2/25/25. This will be on the agenda next week. NEW BUSINESS: Freddy’s Frozen Custard – 420 Cascade Loop – restaurant/Drive Thru – This is in Public Works’ queue. This will be on the agenda next week.
