The community had an excellent parks' and trails system to start with, however, this was the first time the town had i decided to create a more formal and strategic planning document to guide the future of parks and recreation in the community. This type of recreation planning exercise was somewhat new to the citizens of Lander and because the community is very engaged, staff felt it was -41. important to perform more extensive community outreach activities to gauge what folks wanted and needed to stay healthy and active in Lander. In addition to online surveys and other digital outreach, the Ayres team visited the community on two separate occasions and held open house meetings at three to four locations during each visit. Ayres and our project partners worked closely with the staff to engage with stakeholders and the public to identify recreation facilities and programs that needed improvement or expansion. This involved eight engagement touch points at community events throughout the spring, summer, and fall. Outreach open houses were held at a high school basketball tournament, the Valentines Day Sock Hop at the senior center, Cinco De Mayo, a summer fishing tournament, fourth of July events, the community college, and the county fair. A unique aspect of this master plan effort was the Youth Advisory Council (YAC). City staff felt it was important to involve a wide range of folks in the community and especially younger populations that would be inheriting these important community resources and stewarding them into the future. The city paid a group of high schoolers a small stipend to assist the team with public engagements and data gathering, and to be a community face of the project. A master planning effort for this pristine 250 Iacre site kicked off in the early 2000's and included hundreds of Lutherans during a charrette process that lasted five months and included 10 design workshops with congregation groups throughout Montana. Goals for the facilities initially set out by the facilities task force were either confirmed or modified through this important outreach process. Phased implementation of the goals have continued since the completion of that plan and a refresh of the master plan is currently underway. The large, 1290 acre lake fits neatly in between Hall Mountain on the east and Sand Creek Mountain, extending approximately four miles from outlet at the dam on the north to the Harvey Creek inlet on the south. It is part of the Colville National Forest in Pend Oreille County. Great West Engineering and Mosaic Architecture have been tasked with studying the north end Forest Service administrative area, the East Sullivan and West Sullivan Campgrounds, the Air Strip, and the beach area for reuse and improvements. This work includes the inventory and study of all facilities and camp amenities, including building scans, to assess historical significance, reuse, improvements, and potential project costs. WWC worked closely with the County, City of Townsend, Trust Board, Recreation Board, Rodeo Club, 4-H Club and Fair Board to assess existing facilities, identify fairgrounds needs, prioritize needs, evaluate the prioritized needs, develop concepts and alternatives, develop cost estimates for improvements, and provide a funding strategy for implementation of improvements. The project included a complex public outreach and participation plan that included two public meetings, the formation of a stakeholder group consisting of the County Commission, City Council, Recreation Board, Trust Board, Rodeo Club, 4-H Club, Et Fair Board. Four separate meetings were held with the stakeholder group and all correspondence for the project was communicated via an email communication group. The extensive communication and participation facilitated within the stakeholder group clearly outlined problems with the existing facility, identified project needs, prioritized projects needs and accelerated a timely outcome. The project included five project milestones that included L - multiple meetings with project stakeholders, an inventory of current park facilities, and programs; review of existing documentation; production of maps; an assessment of community needs and preference; prioritization of an action f „y plan and a final report that was submitted to MT FWP staff and the working group. The master plan evaluated existing assets of the park as well as future park amenities and services against the impacts to the historical and environmental importance of the area. The master plan identified projects to improve the user experience and working with the project stakeholders, developed a prioritized list of projects broken out into phases. The improvements ranged from environmental improvements to an RV park/campground, visitor center, playground, new trails, back country camping, and interpretive displays. WWC provided design of a storm - water system for the proposed improvements at the project site. A grading and drainage plan was developed in order to accommodate the increased storm water runoff from the site. The storm water system was designed to detain the 10-year, �. 24-hour storm event per the City of Lewistown regulations. Working closely with the City of Lewistown, WWC prepared a - parking lot and access road layout for the site. This included onsite meetings to finalize a parking and access plan as welt as working back and forth with the City to finalize the parking design.
