a crossroads with growth in the Valley reshaping how people think about Kalispell, its public
spaces, and the sense of community. This Parks & Recreation Master Plan Update, both
process and outcome, presents a powerful opportunity to inspire the community, even as it
charts a fiscally sustainable path for City parks.

parks system with roots in the community! Led by Michael Terrell — Landscape Architecture,
PLLC (MT -LA), Mike brings 34 years of regional parks planning and landscape architecture
experience. MT -LA is seamlessly tied to Berger Partnership, who creates city -shaping visions
for the power of parks including the emerging Ashley Creek Park. Based in Kalispell, WGM
Group know the sites, the City, and the community! Rounding out our team for park policy
development is Nexus Planning Services supported by Points Consulting, who will provide the
hard data and context for making decisions. This team has completed multiple similar master
plans that have been successfully implemented.

parks, recreation, and trail planning firm with an
experienced staff. MT -LA was formed in 2002 in
Liberty Lake, Washington, by Mike Terrell, PLA.
Mike is a licensed landscape architect in Montana,
Idaho, and Washington. His 35+ years of experience
includes design of over 150 parks and recreation
projects of all sizes. As a firm, MT -LA approaches

a process of getting to know the community and

This task establishes communication protocols and
serves as a foundation for the Parks & Recreation
Master Plan Update process. We will jointly
identify key stakeholders, facilitation and outreach

Interviews with community members are vitally

This task will assess Kalispell's existing parks,
recreation, and open space environment.
The Land and Water Conservation Fund grant
program emphasizes the inventory of city parks,
playgrounds, facilities, special use facilities, and trail
segments. The inventory is important as it provides
context for proposed projects identified during the
planning process. An inventory will also identify the
programs that utilize parks and recreation facilities.
This may include school district facilities (soccer,
baseball/softball fields, gyms), Flathead County
facilities, state park facilities, and even private parks
and recreation facilities that fill a need within the
community.
A comprehensive inventory to include: Reporting
on type, size, and condition of existing parks and
recreational facilities, habitat conservation areas, or
relevant land types. We will visit each of Kalispell's
parks and open space properties to inventory and
document their conditions. In collaboration with
City staff and maintenance personnel, facilities will
then be assigned an evaluation score to provide the
required data to determine short, intermediate,
and long-term management strategies. We will
then establish priorities and recommendations for
maintenance, repair and replacement.
With the baseline of existing conditions established,
we will begin to gauge the community's recreation
needs and how that relates to the facilities and
programs currently provided.

This task also initiates a conversation about the
City's future priorities and helps us to understand
funding and other outstanding information
necessary to address these goals.
We will outline the community's parks and
recreation priorities. Utilizing the facilities
inventory and demographic outline, we will
evaluate parks properties and recreation
programming. The result will be an updated
Needs Assessment reflecting current conditions.
We will also work with staff and stakeholders to
ascertain the existing plan's relevance to today's
circumstance and tomorrow's forecasts.
The Programs and Services Assessment will
identify and document any deficiencies in the
City's current service offerings. We will identify
any changes in the community's recreation needs
and how these relate to the facilities and programs
the City currently provides.

and consistent. This task provides the opportunity to
review the existing plan's policies in relation to the
City's Comprehensive Plan and other City policies
including its purpose, mission, goals, and objectives.

A quantified and spatial visualization of Kalispell's
parks facilities analyzing a series of metrics will
provide a system -wide awareness of gaps in access
based upon demographics, physical barriers,
needs, and quality assessments. This will provide
a basis for ranking needs and prioritizing future
improvements for Kalispell's Parks. We will analyze
community needs around the NRPA's guidance
for system -wide metrics, distribution metrics, and
population demographics and outcome indicators.

high-level overview of the system as compared to
national, state and/or regional averages.

a nuanced indicator of distribution of parks,
spending and quality based on neighborhood,

and adopted LOS standards: The action plan will
include a set of prioritized recommendations to
be prepared for development, maintenance, and
renovation of parks and recreation facilities. The
Action plan will include cost estimates of planned
improvements, a Programming Plan, and a
Maintenance Standards Plan.
Program Action Plan: We believe that all plans
and policies must have an eye on implementation.
This update will succeed only by providing the
City with a list of achievable implementation
actions. Working with staff and the public, we will
determine which options should be developed and
prioritized in the Plan.
Prioritizing Opportunities: The Program Action
Plan will begin to rank and prioritize demands and
opportunities based on community input and our
growing understanding. Recommendations may
also include land acquisition and the development
of parks and recreation facilities as needed.

CAPITAL IMPROVEMENT
PLAN & COST ESTIMATES
A set of prioritized investments will lay the
groundwork to estimate the costs of future
park and park amenities. For each of the
recommended improvements, we will develop a
cost per unit for maintenance and operations.
Cost estimates slated for near -term park
construction (or those improvements identified in
the inventory) will be prioritized. Projects planned
in the mid -to -long-term time frame will typically
be given an estimated range with projected cost
escalation applied.
Our experience shows that operating costs can
limit the allowable budget for park improvements.
As such, some re-evaluation of income -generating
fees may also need to be considered in a cost
recovery analysis.
Available local funding opportunities and varying
means of acquisition and partnerships for
programming and capital funding will be identified.
We will begin by asking where collaborations are
probable (Tax Increment Financing?) and what
catalytic investments the City can pursue to address
recreation needs.
Ultimately, we will strive to establish realistic
costs (and potential revenues) for capital budget
earmarks and planning, with the aim of providing
the City with a basis for fiscally sound decision -
making for the next 5-20 years.
The success of this plan will be measured by the
list of achievable implementation actions that it
provides the City. The plan will provide the City with
the necessary tools to prepare successful LWCF
grant applications, if available. We will evaluate the
existing Parks Capital Improvement Plan and finalize
it to meet the City's 5 and 10 year timeline.
