We propose conducting one or more full -day interviews with individuals or small groups, since we believe that community members are uniquely positioned to help identify the most common barriers to participating in parks programming and develop possible solutions. We understand from the RFQ (and from previous experience) that public engagement must be designed to reach the widest range of audiences. These may include community members, user groups, boards, non-profit partners, organizations, and City Council. The key to a successful process is ensuring that public engagement is inclusive and ongoing. A communication feedback loop enables the community to know about ongoing plan development and re-engage them as the plan evolves. Activities will include multiple data collection methods (i.e. statistically -valid surveys, focus groups, listening sessions, community canvassing, open houses) using advertisement platforms, printed promotions, social media advertising, and an interactive online survey. Our team can also work with the City to increase its social media presence and provide content for the City's website or a standalone website. Participation at community events are a very effective strategy. Stephanie Reynolds with WGM identified a few potential events to start the conversation. This task will assess Kalispell's existing parks, recreation, and open space environment. The Land and Water Conservation Fund grant program emphasizes the inventory of city parks, playgrounds, facilities, special use facilities, and trail segments. The inventory is important as it provides context for proposed projects identified during the planning process. An inventory will also identify the programs that utilize parks and recreation facilities. This may include school district facilities (soccer, baseball/softball fields, gyms), Flathead County facilities, state park facilities, and even private parks and recreation facilities that fill a need within the community. A comprehensive inventory to include: Reporting on type, size, and condition of existing parks and recreational facilities, habitat conservation areas, or relevant land types. In collaboration with City staff and maintenance personnel, facilities will then be assigned an evaluation score to provide the required data to determine short, intermediate, and long-term management strategies. We will then establish priorities and recommendations for maintenance, repair and replacement. With the baseline of existing conditions established, we will begin to gauge the community's recreation needs and how that relates to the facilities and programs currently provided. The result will be an updated Needs Assessment reflecting current conditions. We will also work with staff and stakeholders to ascertain the existing plan's relevance to today's circumstance and tomorrow's forecasts. The Programs and Services Assessment will identify and document any deficiencies in the City's current service offerings. We will identify any changes in the community's recreation needs and how these relate to the facilities and programs the City currently provides. Our engagement with staff will build an understanding and development of: • Maintenance Assessment & Analysis Funding Review & Analysis Staffing Review & Analysis Staff engagement is critical to the development of these analysis in order of have clear and actionable recommendations. We will also consider any duplication of services and note where programs can be streamlined. Our work will propose LOS options and recommendations to meet adopted LOS standards LOS ANALYSIS: ASSESSING METRICS FOR PARK DISTRIBUTION, EQUITY & ACCESSIBILITY We will perform a GIS spatial analysis (and present spatial findings), mapping Kalispell's parks facilities for Level of Service and access standards based on quantitative and qualitative metrics. Updates to the LOS methodology from the National Recreation & Park Association (NRPA) will be utilized for community needs assessments. A quantified and spatial visualization of Kalispell's parks facilities analyzing a series of metrics will provide a system -wide awareness of gaps in access based upon demographics, physical barriers, needs, and quality assessments. This will provide a basis for ranking needs and prioritizing future improvements for Kalispell's Parks. We will analyze community needs around the NRPA's guidance for system -wide metrics, distribution metrics, and population demographics and outcome indicators. System -Wide Metrics: Measures that describe a high-level overview of the system as compared to national, state and/or regional averages. Distribution Metric: Measures that provide a nuanced indicator of distribution of parks, spending and quality based on neighborhood, park, and/or population demographics. Population Demographics & Outcome Indicators: Measures that indicate population -level outcomes or risk of poor outcomes. supporting new and emerging uses and programs, and preparing documentation which supports eligibility for grants and other financing. We will begin by using the existing 2006 PROS Plan document as the foundation of our review. With this in mind, we will approach the Plan update with a fresh understanding of the changes in demographics, user demands, and community goals. Action Plan based on the facilities inventory and adopted LOS standards: The action plan will include a set of prioritized recommendations to be prepared for development, maintenance, and renovation of parks and recreation facilities. The Action plan will include cost estimates of planned improvements, a Programming Plan, and a Maintenance Standards Plan. Program Action Plan: We believe that all plans and policies must have an eye on implementation. This update will succeed only by providing the City with a list of achievable implementation actions. Working with staff and the public, we will determine which options should be developed and prioritized in the Plan. Prioritizing Opportunities: The Program Action Plan will begin to rank and prioritize demands and opportunities based on community input and our growing understanding. Recommendations may also include land acquisition and the development of parks and recreation facilities as needed. 3.3.4 CONTRACT UNDERSTANDING & APPROACH (cont.) For each of the recommended improvements, we will develop a cost per unit for maintenance and operations. Cost estimates slated for near -term park construction (or those improvements identified in the inventory) will be prioritized. Projects planned in the mid -to -long-term time frame will typically be given an estimated range with projected cost escalation applied. Our experience shows that operating costs can limit the allowable budget for park improvements. As such, some re-evaluation of income -generating fees may also need to be considered in a cost recovery analysis. Available local funding opportunities and varying means of acquisition and partnerships for programming and capital funding will be identified. We will begin by asking where collaborations are probable (Tax Increment Financing?) and what catalytic investments the City can pursue to address recreation needs. Ultimately, we will strive to establish realistic costs (and potential revenues) for capital budget earmarks and planning, with the aim of providing the City with a basis for fiscally sound decision - making for the next 5-20 years. The success of this plan will be measured by the list of achievable implementation actions that it provides the City. The plan will provide the City with the necessary tools to prepare successful LWCF grant applications, if available. We will evaluate the existing Parks Capital Improvement Plan and finalize it to meet the City's 5 and 10 year timeline.
